Program ten skoncentrował się na priorytetowych celach przemysłowych i ma na celu ułatwianie szybkiego wykorzystania rezultatów.

1. Call for proposals: improving human potential

The European Commission has announced a call for proposals for indirect RTD actions under the specific programme for research, technological development and demonstration on 'improving the human research potential and the socio-economic knowledge base', support for the development of science and technology policies in Europe.

The indicative budget referred to in this call notice is 5.5 million euro.

The call relates to both proposals received by a fixed deadline and under a continuous submission scheme.

1 June 2001 is the deadline for proposals submitted under the fixed deadline method. These proposals must address issues within one or more of the following areas of the work programme:

- policy development for the research, technology development and innovation (RTDI) system;

- policies to leverage investment in resources for RTDI;

- science and governance; impact on other policies;

- improved policy coordination in the European science system.

The first evaluation deadline of the continuous submission scheme is 1 July 2001. Proposals received after this deadline will be evaluated at intervals that depend on the number of proposals received, but which will not exceed six months. Proposals submitted under this system can include one or more of the following:

- studies in support of this programme and in preparation of future activities, including studies on strategic issues arising in the course of the programme;

- information, communication and dissemination activities, including scientific publications and activities for the promotion and exploitation of results and the dissemination of knowledge.

2. CORDIS introduces new site on the socio-economic dimensions of the IST programme

CORDIS, the European Commission's R&D information service, has designed a new site, offering a comprehensive view on the socio-economic dimension of the Information Society Technologies (IST) programme.

In order to ensure a better match with citizens' expectations, the IST programme includes the socio-economic dimension in different key actions, cross-programme activities as well as support measures. The new site thus provides updated information and links to calls, funded projects, reports and events.

The site is a useful window on focused socio-economic research, including latest and foreseen studies on IST solutions in everyday life, the digital divide and support measures for eEurope initiative. 4. SMEs hoping to make an impact

General Information :

Getting small and medium sized enterprises (SMEs) in the fields of multimedia, new technologies, music, audio-visual and information to take advantage of EU funding opportunities is the goal of the PACT (Partnership agreement between content and technology) project, launched at the beginning of 2001.

The project will provide information on what funding possibilities are available to SMEs in these fields, as well as providing assistance in proposal writing and introducing them to venture capitalists. The help is provided in three main areas: validation of project ideas, obtaining finance and marketing assistance.

Co-funded by European Union funds, the project hopes to put the 20 most projects forward as proposals under the EU's RTD programme. Selected SMEs must expect a thorough analysis of their projects.

5. Help for IST programme proposers

Following the 6th call for proposals for the IST (Information Society Technologies) research programme, UKISHELP is organising a number of information days in London to assist with the preparation of successful proposals.

An afternoon event on multimedia content and tools in the IST programme will be held on Friday 16th February. An introduction to the IST programme, aimed at providing an easy to understand introduction to IST European funded projects will be held on 23 February. An afternoon of information for the healthcare and special needs areas will be held on 27 February, and a half-day event on new methods of work and e-commerce will take place on 2 March. Finally, a half-day event for essential technologies with speakers from the European Commission and workshops will be held on 9 March.

Crete will host two key international conferences from 18 to 22 June, ETK '2001 and NTTS '2001, organised by Eurostat, the Statistical Office of the European Communities, and the Institute for Systems, Informatics and Safety of the Joint Research Centre, Ispra.

ETK '2001, the second International seminar on the Exchange of Technology and Know-how, provides a forum in which the producers of official statistics and the developers of statistical methods and tools can meet to map needs to methods, to identify gaps to be filled and to network.

Special emphasis is placed on research efforts that have already reached maturity and have generated products, tools and methods that are transferable, in particular, to projects that originate from the multi-annual research programmes managed by Eurostat (such as DOSIS and EPROS) .

Relevance and efficiency of the methods for the statistical production system are key issues, as well as the best available strategies for technology transfer. Such a joint organisation acknowledges that, in official statistics, technology transfer and research form a dynamic interactive feedback loop.

Technology dissemination, transfer and implementation, which define the scope of the ETK conference, are linked to current best practice arising from research and development, which is addressed by NTTS. Holding the two conferences jointly will offer a unique opportunity to stimulate and accelerate this interaction, bridging the gap between official statistical production and academic concerns.

ETK'2001 will also address other topics, specific to the transfer of technology and know-how, such as intellectual property rights and software licensing issues.

NTTS '2001, the fourth in the series, following the tradition of the 1992, 1995 and 1998 seminars on New Techniques and Technologies for Statistics, is an international scientific conference on the impact of new technologies on statistical collection, production and dissemination systems. Key topics are the construction of information systems, data collection and processing procedures, and the quality of the whole statistical process. NTTS '2001 is intended to stimulate and facilitate the preparation of new innovative projects, to encourage co-operation and possible building of consortium by researchers with the aim of enhancing the quality and usefulness of official statistics;

A number of sessions will run in parallel to both conferences, ETK '2001 and NTTS '2001, covering topics from the point of view of both: new research needs and development and research results that can be transferred. These are:

- automated data capture,

- metadata,

- quality,

- business registers,

- statistical disclosure control,

- time series analysis, including seasonal adjustment.

These sessions will allow users to express their problems and to view the new tools and know-how available. They will allow product providers to display their new developments and will allow researchers to present their work.

8. Thomas Östros : FP6 must be tool for ERA implementation

The Sixth Framework Programme should be regarded as a tool for the implementation of the European Research Area (ERA) , according to Thomas Ötros, speaking on 6 February in his capacity as chairman of the current Research Council.

Mr Östros, speaking to the European Parliamentary Committee on Industry, External Trade, Research and Energy, outlined the Swedish Presidential working programme for the research sector and acknowledged the committee's own position in the area of research.

'I have read with great interest your reporter, Ms Plooij-van Gorsel's preliminary report which your committee has just discussed. The Swedish Presidency attaches great importance to the framework programme being regarded as the strategic instrument for implementation of the European research area. We also attach great importance to scientific quality and European added value

- in other words, a sensible application of the principle of subsidiarity

- forming the basis of Union support to research,' said Minister Östros.

He recognised that agreement on FP6 will be the first tie that a framework programme has been adopted by majority decision together with the co-decision procedure. 'Close cooperation between all the institutions, and particularly the European Parliament is necessary for a smoothly running, transparent, efficient and punctual decision-making process. The Swedish Presidency will give the highest priority to efforts to obtain broad political agreement,' Mr Östros continued.

The Minister outlined further priorities for the Swedish Presidency, including an increase in cross-border cooperation, developing further the relationship between science and society, an expansion of the educational system and stimulation of interest in education at all levels and an intensification of the relationship between education and research, the two areas for which Mr Östros himself is responsible in Sweden. The Swedish Presidency also wishes to devote particular attention to biotechnology, said Mr Östros, who added that 'forceful measures from a broad perspective are necessary within this field

- first, to boost this research, second to promote the industrial application of research results and not least, to stimulate the discussion on ethical issues that must ensue.'

9. New-look BRITE/EURAM site offers more exploitable results on production and transport technologies

CORDIS, the European Commission's R&D (research and development) information service, provides a more user-friendly access to Fourth Framework programme (FP4) results in the field of manufacturing and transport technologies. The web site for Industrials & Materials Technologies (BRITE/EURAM 3) programme has been revamped and offers more dynamic access to funded projects, latest available exploitable research results and publications. This programme concentrated on priority industrial objectives and intends to facilitate the rapid use of results.

CORDIS already offers more than 270 exploitable results, covering manufacturing technologies, materials, design, and transport projects (aeronautics, automobiles, ships and trains) . New results will be made available as soon as research projects are completed.

The site will benefit those looking to exploit research results for spin off or to participate in the 'competitive and sustainable growth' of the Fifth Framework programme under which new research activities in these fields are being implemented.

10. Tenders sought for innovation trend chart

The main aim of this call for tenders is to provide services in the following domains:

- collecting information on innovation policies in Europe through a network of correspondents;

- analysing these policies and producing periodical trend reports;

- setting up and facilitating thematic working groups of innovation policy makers;

- organising benchmarking workshops for these groups;
