1. MEPs back new research policy instruments, with conditions

The European Parliament adopted MEP Elly Plooij-van Gorsel's resolution of the European Commission's communication on the ERA (European Research Area) on 15 February, and outlined a few areas of concern.

Adopting the resolution, Parliament emphasised that it will serve as the starting point for an in-depth political and scientific debate on establishing the ERA.

Parliament stresses that the financial resources applied to the Sixth Framework programme (FP6) should in future reflect the new objectives and the new instruments, including enlargement. It also notes that Europe's SME sector should receive at least 10 per cent of EU research funding, which should be allocated to SME-related research.

MEPs are in favour of introducing new research policy instruments on the condition that they promote genuine cooperation and coordination between EU research actions and Member State activities, as well as between the activities of the various Member States, they are integrated into the next Framework programme and they offer equal opportunities to all Member States and all members of the scientific community. The implementation of 'major projects', 'networks of excellence' and 'concentration' should not restrict this equality of opportunity, MEPs noted.

The creation of networks of excellence are however supported by Parliament provided that they promote cooperation between universities, research centres, industry and SMEs, and that they do not focus solely on large scale projects. This concept should be emphasised in the future proposal for FP6, MEPs asserted.

Parliament also took the opportunity to urge the Commission to oversee the rapid creation of a high-speed trans-European research network, with a capacity of 100 gigabits/second and to urge Member States to increase the recruitment of science and engineering students.

2. Importance of ICT and science identified by Education Council

General Information :

The EU Education Council approved a report on 12 February recommending the safeguarding of access to information and communications technology (ICT) for all, increasing recruitment to science and engineering study programmes and increasing cross-border mobility and exchange.

The report, requested by the European Council in Lisbon in March 2000 lays down three goals:

- to improve the quality and efficiency of education systems

- to facilitate the access to life-long education for everyone

- to open up education and training systems to the local and national levels, Europe and the rest of the world.

'That the Education Council has adopted the report, which contains many concrete, significant goals for the education and training systems, is good news indeed,' commented Thomas ™stros, current chairman of the Education Council. 'It represents an important first step in our efforts to turn Europe into the world's most dynamic and knowledge-based economy with greater social cohesion.'

The report will be submitted to the heads of state and government in Stockholm on 23 and 24 March.

3. Proposals for Marie Curie Fellowships sought

The European Commission has announced a call for proposals for indirect RTD actions under the specific programme for research, technological development and demonstration on Improving the human research potential and the socio-economic knowledge base, under the Fifth RTD Framework programme.

Interested parties are invited to submit proposals for Marie Curie Industry Host Fellowships, which will be awarded to registered companies, including SMEs, for the training of young researchers in an industrial or commercial environment.

The fellowships, offered by the Human potential programme are open to all fields of scientific research that contribute to the Community's objectives in research, technological development and demonstration.

The indicative budget available for this call in terms of Community contribution is 15 million euro.

This call relates to proposals called by a fixed deadline, following which evaluation will take place.

4. More young researchers to be supported by Marie Curie

The European Commission has published a call for proposals for indirect RTD actions under the specific programme for research, technological development and demonstration on Improving the human research potential and the socio-economic knowledge base, under the Fifth RTD Framework programme.

Those eligible to participate are invited to submit proposals for stays at Marie Curie training sites and Marie Curie Development Host Fellowships.

The stays at a Marie Curie training site scheme supports short stays by young researchers pursuing doctoral studies at Marie Curie training sites, providing them with the possibility of undertaking part of their doctoral studies in a country other than their own, and allowing them to benefit from working with an internationally recognised group in their specialised area of research. An indicative budget of 44 million euro is foreseen for this call.

Marie Curie Development Host Fellowships allow institutions active in research in less favoured regions of the Community, with a need to develop new areas of competence, to host young researchers with the necessary research experience. This will help develop high level research capacity in such institutions. An indicative budget of 15 million euro is foreseen for this call.

The Marie Curie Fellowships offered by the Human potential programme are open to all fields of scientific research that contribute to the Community's objectives in research, technological development and demonstration.

5. Date set for NavSat 2001

7. EARTO annual conference

8. New-look JOULE site offers latest exploitable results on non-nuclear energy technologies

CORDIS, the European Commission's Research & Development Information Service, provides a more user-friendly access to Fourth Framework programme (FP4) results in the field of non-nuclear energy technologies.

The web site for the JOULE programme has been revamped and offers more dynamic access to funded projects, latest available exploitable research results and publications. This programme concentrated on improving energy security as well as reducing the impact of the production and use of energy, in particular the emissions of CO2.

CORDIS offers exploitable results, covering projects on energy strategy, rational use of energy, renewable energy sources and fossil fuels. New results will be made available as soon as research projects are completed.

This site can prove useful for all innovation players willing to exploit research results for spin off or to participate in the current 'Energy, Environment and Sustainable Development' of the Fifth Framework programme under which new research activities in these fields are being implemented.

13. ITEA launches fourth call for proposals

General Information :

ITEA 'information technology for European advancement', a Eureka-supported research and development programme, will open its fourth call for proposals on 1 March 2001.

Companies, universities and research institutes are invited to respond to this call addressing projects within the field of software engineering and provide opportunities for collaboration between different industrial sectors and adjacent academic disciplines.

The ITEA is organising a proposal preparation meeting in order to assist the exploitation of collaborative opportunities. The meeting will help define new projects and will assess the level of interest from delegates with regard to participation in collaborative projects. The two-day event will take place in Munich, Germany, on 15 and 16 March.

In addition, on 14 March 2001 ITEA will launch the first edition of its 'Technology roadmap on software intensive systems' at the conference in Munich. The technology roadmap will describe ITEA's vision of the technological possibilities of the future and potential software developments that will exist within software intensive systems.

The roadmap is intended to be a planning tool that charts the anticipated evolution of different categories of software technology. 'It takes a broad view of software in embedded and distributed systems and deploys a novel methodology that uses application domain scenarios for prospective analysis,' says ITEA.
