1. 'Sandpile' science helps answer fusion questions

Physicists from the University of Warwick, in the UK, and the EURATOM/UKAEA fusion research programme at the Culham Science Centre say they have found a new 'simple and elegant way' of using the science of 'sandpiles' to achieve a clear model of how a fusion plasma 'self organises' itself into a superstable state. The result could prove to be a crucial key to power generation from fusion plasma.

'This result is important because it demonstrates a comparatively simple link between space, astrophysical, and fusion plasmas and their overall confinement properties, and is a clear and welcome example of the unity of physics,' say the researchers from the University of Warwick.

The University of Warwick and the Culham Science Centre team used sandpile modelling on the problem of stable plasma confinement. They found a numerical 'sandpile' that mimics the self organisation of the fusion plasma to its superstable 'H mode' producing a model simple enough to allow detailed theoretical analysis.

A paper detailing their approach will be published in Physical Review Letters, on 19 March 2001. This work was supported at Warwick by the UK Particle Physics and Astronomy Research Council, and at Culham by EURATOM and the DTI.

3. Agricultural research in the ERA - proceedings available

4. Commission assists SMEs in space industry

The European Commission together with the European Space Agency and six business consultancy companies are funding the LOSTESC (leveraging on space technologies to enhance SME competitiveness) programme.

The programme is aims to attract new business opportunities in Europe and globally, assist innovative SMEs (small and medium sized enterprises) working in the space industry to bring their skills and ideas to the attention of larger industrial groups, and adapt technology developed primarily for the space industry to other uses.

The programme's three main targets are:

- to identify 23 promising technologies in the aerospace sector with potential applications in other industrial fields

- to prepare proposals for the funding of these technologies by the European Commission

- to assist in promoting these technologies so that they can attract new business globally as well as in Europe.

The 23 chosen projects will be selected by the end of March and submitted for funding in April and September 2001, and in January and March 2002. Funding will be provided over a one to two year period for 100 per cent of the costs undergone by the aerospace SMEs to adapt the technology for other uses.

Awareness increasing seminars are being held to help SMEs identify technology suitable for adaptation to non-aerospace applications.

5. European project creates car emissions sensor

A project supported by the European Commission under the BRITE/EURAM 3 programme from the Fourth Framework programme has succeeded in developing a device for detecting nitrogen oxides, hydrocarbons and carbon monoxide.

The project, entitled ECONOX II (gas sensors and associated signal processing for automotive exhaust pipe) involved eight partners from four Member States. It was completed in December 2000 after 36 months of work, building on results from the previous ECONOX project.

The previous project resulted in the development of a gas sector device capable of providing information about gas constituents for automotive applications. In order to enhance the value of these results for automotive applications, the main objective of the second project was to demonstrate the ability of the sensor to perform gas analysis for engine exhaust gas systems, and to show its potential in engine applications.

The project succeeded in defining conditions and operations for mass production of the sensor, evaluating and analysing the response of the sensor working in conditions typical for automotive applications, improving and conditioning the sensor with regard to durability and ageing and defining an operational device for automotive applications.

Project coordinator Christophe Pijolat from the Association pour la Recherche et le Développement des Méthodes et Processus Industriels (ARMINES) told CORDIS News that the project had been a success as all the objectives had been met. Changes in the industry have however affected the value of the project results. 'Whilst doing the project, something changed. [...] There is competition between the reduction of gas emissions and the reduction of fuel consumption. This project was proposed four years ago when the reduction of emissions was important, but now we see that the reduction of consumption is more important, for the car makers too. '

The partners are now seeking a supplier to validate the project results.

6. Östros outlines Research Council agenda

The recruitment of more young people to the sciences and research and improving the relationship between science and society will both be on the agenda at the Research Council meeting on 1 to 3 March, according to Thomas Östros, Swedish Minister for Education and Science and current Chairman of the Research Council of Ministers.

Minister Östros gave an indication of the Research Council agenda whilst speaking at a symposium on 'Europe with a Human Face', held in Uppsala, Sweden on 26 February.

'How to attract more young people into obtaining a postgraduate education, how to encourage more students to seek research careers and how to transform Europe into a more attractive labour market for researchers in the international arena are central issues in most scientific fields,' said Mr Östros. 'In my opinion, we have to pay more attention to post-doctoral education, a level that the European countries have largely ignored for a long time,' he continued.

Referring to the relationship between science and society, the Minister continued: 'What we need to do is both increase interest in, and knowledge about, research in society as a whole and to get researchers and decision-makers to listen to, and be more keenly aware of, the kinds of questions, and often even the disquiet, expressed by ordinary citizens.'

Mentioning the European Commission's proposal for the next Framework programme as unveiled by Research Commissioner Philippe Busquin on 21 February, Minister Östros outlined three areas of priority for the Swedish Presidency in future European research policy.

First, 'the Swedish Presidency considers it very important that a 'European Research Area' be created through cooperation and networking on a voluntary basis around freely chosen objectives,' Mr Östros began. Decisions concerning how to fund research should be made on the basis of scientific excellence and the quality of research, the Minister continued, and finally, 'we consider it essential that the great importance of the social sciences and the humanities be reflected in the new Framework programme,' he concluded.

Mr Östros was careful to outline the importance of the social sciences. 'In my opinion, the contributions by social scientists and scholars in the humanities are most important in our efforts to secure a vital economy, strengthen democracy and human rights, increase our understanding of the human being and the world around him/her, and improve the quality of life and the welfare of everyone in a global knowledge-based society.'

The social sciences should not be eclipsed by the physical sciences, said Mr Östros: 'The rapid developments in such sciences as biotechnology do not reduce the need for social sciences and humanities. On the contrary, social sciences and humanities become even more important to an understanding of man's situation in a modern society characterised by fast technological improvements, globalisation and new cultural patterns.'

Minister Östros drew attention to Sweden's substantial investment in research

- higher than any other EU Member State at almost 4 per cent

- and stressed the Swedish belief that a strong role for the state contributes to successful results.

'We believe that basic research contributes to new knowledge as well as many important innovations, and that guaranteeing the freedom of research is a specific responsibility of the state,' he said.

7. Information society international workshop

Eurolat-IS, a thematic network supported by the IST Programme of the European Union, is hosting a thematic workshop on 'Regional digital economy: IST for sustainable development' in San Pedro Sula, Honduras, on 2 to 4 April 2001.

The event is intended to build consortia to present proposals for collaboration to the IST programme of the European Union and other relevant programmes and initiatives. As it is a brokerage event, it will be restricted to between 80 and 120 participants.

Participants will be selected on the basis of a short proposal for collaboration submitted to the Eurolat-IS Co-ordination Unit. Selection will be based upon the adaptation of the proposal to the priorities of the IST programme in the area of regional digital economy and, in particular, on the possible match with other participants in the workshop with a view of increasing the chances of European-Latin American collaboration.

Eurolat-IS was established to boost collaboration between the EU and Latin America in the application of Information Society Technologies in the social and economic development of the Latin America and Europe.
