1. Technology roadmap for nanoelectronics

The European Commission has produced a new booklet 'Technology roadmap for nanoelectronics', edited by Ramón Compańó. The document forms part of the 'nanotechnology information devices' initiative, which is part of the 'future and emerging technologies' component of the Fifth Framework programme's Information society technologies (IST) programme.

2. Commission organises hearing on cybercrime

Members of the public will have an opportunity to put their concerns about Internet security to members of the European Commission at a public hearing in Brussels on 7 March 2001. The focus is on cybersecurity and cybercrime. Various interested parties from Internet service providers, telecommunications operators and other industrial players, law enforcement, privacy protection authorities and civil liberties organisations will issue comments on the development of EU policy in this area.

10. Liikanen attends SME forum

1. Technology roadmap for nanoelectronics

The European Commission has produced a new booklet 'Technology roadmap for nanoelectronics', edited by Ramón Compańó. The document forms part of the 'nanotechnology information devices' initiative, which is part of the 'future and emerging technologies' component of the Fifth Framework programme's Information society technologies (IST) programme.

The booklet aims to present progress from the year 2000 in nanotechnology, and particularly nanoelectronics. It discusses strengths, weaknesses, threats and opportunities of different technologies and draws a comparison between them, highlighting possible options for the years 2006 and 2012.

In the foreword, Simon Benasson, Head of Unit for the European Commission's 'future and emerging technologies' unit, writes: 'The objective of this document is to monitor device concepts currently under investigation, to discuss the feasibility of their large scale integration and of ways to fabricate them'.

The document contains several chapters, tackling different aspects, namely markets and applications of such devices, the state of the art and limitations of conventional CMOS technology, emerging devices, nanofabrication and nanoscale circuits and systems.

2. Commission organises hearing on cybercrime

General Information:

Members of the public will have an opportunity to put their concerns about Internet security to members of the European Commission at a public hearing in Brussels on 7 March 2001. The focus is on cybersecurity and cybercrime. Various interested parties from Internet service providers, telecommunications operators and other industrial players, law enforcement, privacy protection authorities and civil liberties organisations will issue comments on the development of EU policy in this area.

'There is scope for action both in terms of preventing criminal activity through the reinforcement of network security and, in case prevention fails, ensuring that law enforcement authorities have the appropriate means to act, while respecting the fundamental right to privacy and legitimate business interests,' says the Commission.

Amongst other things the discussion will refer to Information Society Commissioner Erkki Liikanen and Justice and home affairs Commissioner António Vitorino's Communication on 'Creating a safer information society by improving the security of information infrastructures and combating computer related crime.'

This communication describes a number of legislative and non-legislative initial actions. Following public consultation, the Commission will evaluate whether further measures are necessary, it says.

3. Busquin backs EU's involvement in biodiversity information facility

Research Commissioner Philippe Busquin gave strong support to the recently established Global Biodiversity Information Facility (GBIF), an international project to provide access to data on the world's flora and fauna on 5 March.

At present it is unknown how many species exist on planet Earth. Estimates range from five to 100 million, with only 1.75 million having been scientifically described. Access to data is currently poorly organised, particularly in less developed countries. GBIF should remove these obstacles.

'We have much more information on the stars in the Galaxy than on the living species on Earth, which is why we need at least better access to this information. It is very important, in this context, to coordinate existing activities and tackle the problems at European level,' said Commissioner Busquin.

Mr Busquin told those present that the EU's participation in GBIF was discussed at the informal meeting of Science and Education Ministers in Uppsala, Sweden on 1 to 3 March.

Ultimately GBIF will provide search access to millions of biodiversity records located in databases located around the globe. Through the GBIF portal, users will be able to use search engines to access this multitude of data interactively and in real time. It will be an important tool for protection, management and sustainable use of biological resources worldwide. It will also serve to advance education and scientific research in a number of areas, including conservation, biology, agriculture and biomedics.

Belgium, Denmark, Germany, The Netherlands, Spain, Sweden, Argentina, Australia, Ecuador, Japan, Slovenia and the USA have already become members of GBIF, with the European Commission, Switzerland, Taiwan and Ukraine signed up as associate participants.

The European Commission hopes to play a key role in establishing and coordinating a European platform for GBIF. On 20 February, the Research DG published an 'advance notice of a joint call for proposals' to establish a European network of biodiversity information through the 'Quality of life and management of living resources' and 'Energy, environment and sustainable development' programmes (for reference, see below).

The first meeting of the GBIF governing board will take place on 9 to 11 March in Montreal, Canada. Several countries, including Denmark, Spain and the Netherlands will present bids to host the secretariat of the facility at the meeting.

6. Green week: 'Our future, our choice!'

The Green Week conference and exhibition focusing on environment and quality of life is scheduled for 24 to 28 April in Brussels, hosted by the European Commission's Environment Directorate General.

A number of thematic conferences, seminars and workshops during the week will focus on priority issues targeted in the Sixth Environmental Action Programme, tackling: climate change; protecting nature and wildlife, addressing environment and health issues, preserving natural resources and managing waste.

There will also be an exhibition and poster presentation highlighting some particularly successful environmental initiatives including projects supported by the Commission's Programmes for LIFE-Nature, LIFE-environment and LIFE-third countries. Awareness raising projects supported by the environment DG and environment related projects supported by other European Commission departments will also be showcased.

Exhibitors will have the opportunity to discuss their projects with other Greenweek participants, to exchange views and forge partnerships, according to the Commission.

The exhibition will develop five thematic 'islands' including, climate change, nature protection, health and environment, water and waste.

In addition, the Commission has organised a number of screenings of environmental films during Green Week including an IMAX film on climate change.

A special environmental social and cultural programme is also planned alongside activities for groups of school children and young people.

10. Liikanen attends SME forum

European Commissioner for Information society and Enterprise, Erkki Liikanen, will be attending a small and medium-sized enterprises (SME) forum in Växjö, Sweden on 19 and 20 March. The conference has been arranged by the European Commission in conjunction with the Swedish Ministry of Industry, Employment and communications.

Joining Mr Liikanen will be Sweden's Minister for Industry, Employment and Communications, Björn Rosengren, State Secretary Lars Rekke and Lorimer Mackenzie, a director from the Enterprise DG.

The aim of the conference is to exchange experiences and examples of good practice in SME policies. A benchmarking study highlighting how ten different countries have shaped their entrepreneurship policies, and the areas to which they award priority will be presented by researchers from the Forum for research on SMEs.

Workshops on subjects such as new entrepreneurship demands, entrepreneurs in the new economy, non-material assets, design in the knowledge-based society and customer-adapted products and services will also take place.

11. Eurocarb XI - the eleventh European carbohydrate symposium

12. EU project supports climate change monitoring

General Information:

A network to strengthen the monitoring of the impact of climate change on nature, funded by the European Commission, will be launched officially on 1 March at the first project meeting at Wageningen University, the Netherlands.

The network, which will initially run from 2001 to 2003 and involves 13 partners from several European countries, aims to increase the use of phenological data and to stimulate monitoring and European research in the field of climate change.

Currently, a lack of communication and cooperation between phenological monitoring networks means that many ecological and socio-economic opportunities in areas such as ecology, agriculture and human health are missed. Access to, and integration of, data is limited and the exchange of knowledge on tools and techniques for monitoring, data storage and data analysis is inefficient.

EPN (the European phenology network) will establish an on-line phenological metadatabase and a phenological bibliographical database as well as organising European conferences on phenology and specialist workshops.

13. EU's innovation policies to be reviewed

During the course of 2001, DG Enterprise intends to launch an open call for tenders for studies in some or all of the following domains:

- innovation management and the knowledge-driven economy;

- university/industry interfaces as knowledge providers and innovation drivers. Issues at stake in the European Union

- intellectual property rights. An evaluation of intangible assets;

- new products and services. Analysis of regulations shaping new markets;

- innovation in the services sector. Issues at stake and trends;

- review and analysis of selected results of innovation policy studies.

The total estimated expenditure for the realisation of the above services is in the order of 1,400,000 euro. Remarks:

14. Promoting renewable energy in the EU

The European Commission has announced a call for proposals under the Energy DG's Altener programme, for the promotion of increased use of renewable energy sources in the European Community.

Proposals should relate to the following measures as specified in the work programme for SAVE and Altener calls 2001 to 2002:

- Integrated actions should address issues that are relevant to both the increased use of renewable energy sources (RES) on the supply side and rational use of energy (RUE) on the demand side. They include actions to develop, promote and monitor the progress of integrated policies, regulations and legislation to provide favourable market frameworks for both RES and RUE, as identified in their respective action plans.

- Replication of good practice within the field of renewable energy sources. Proposals, which may include promotional campaigns and/or training activities, should focus on priority themes specified in the work programme, and should lead to a substantial impact and visibility in the EU, EEA and/or candidate countries.

- Specific action on increased use of renewable energy sources. Proposals should be aimed to achieve the goals identified in the EU White Paper on RES. In this context, priority will be given to proposals which address the themes listed in the work programme. However, proposals for other relevant actions will also be considered.

- Local and regional level action on renewable energy sources should aim to support activities aimed at dispersed local end-users (citizens, consumers, SMEs, architects) and designed to support the use of renewable energy sources and energy efficiency measures in a specific locality or region of the EU or EEA.

The maximum Community contribution for actions co-financed under this call for proposals on the above points will be 50 per cent of the eligible cost of the project. Priority will be given to proposals in which industry and/or other market actors demonstrate their interest by committing more than 50 per cent of their own co-financing.

A small number of direct subventions will be awarded in support of actions of a non-commercial nature, as described in part C of the work programme. Deadlines for submission of applications are 30 April and 31 October 2001.

Remarks:

The deadline for submitting proposal documents is 31.5.2001.

15. Commission announces call for proposals for the promotion of energy efficiency

General Information:

Proposals for the Energy Directorate-General's SAVE programme on the promotion of energy efficiency in the European Community are being sought by the European Commission.

Submitted proposals should relate to the following measures, as specified in the work programme for SAVE and Altener calls 2001 to 2002:

- Integrated actions should address issues that are relevant to both the increased use of renewable energy sources (RES) on the supply side and rational use of energy (RUE) on the demand side. They include actions to develop, promote and monitor the progress of integrated policies, regulations and legislation to provide favourable market frameworks for both RES and RUE, as identified in their respective action plans.

- Replication of good practice within the field of energy efficiency. Proposals, which may include promotional campaigns and/or training activities, should focus on priority themes specified in the work programme, and should lead to a substantial impact and visibility in the EU, EEA and/or candidate countries.

- Specific action on energy efficiency aiming to achieve the goals identified in the EU action plan on energy efficiency. Priority will be given to proposals which address the themes listed in the work programme. However, proposals for other relevant actions may also be considered.

- Local and regional level action on energy efficiency should aim to create new local and regional energy management agencies in the candidate countries and create new local energy management agencies in the EU and EEA, where there is a particular need for local energy services on RUE and RES.

The maximum Community contribution for actions co-financed under this call for proposals on the above points will be 50 per cent of the eligible cost of the project. Priority will be given to proposals in which industry and/or other market actors demonstrate their interest by committing more than 50 per cent of their own co-financing.

A small number of direct subventions will be awarded in support of actions of a non-commercial nature as described in part C of the work programme. Deadlines for the submission of applications are 30 April and 31 October 2001.

19. Emissions from non-road machinery

The Environment Directorate-General intends to launch a call for proposals for a study contract covering:

- the review of and, if appropriate, a proposal for changes to the 'averaging and banking system' which is included in the proposal for an amendment of directive 97/68.EC to cover also small spark-ignition engines (COM (2000) 840);

- possible technologies to reduce emissions of particles from small spark ignition engines notably 2-stroke engines;

- feasibility study on a third stage of emission limits for compression-ignition engines with a power output between 18 and 560 kW;

- feasibility study on the possible extension of the scope to cover railway locomotives and ships (five to 30 years and in an intermediate (five to ten years) perspective.

9. Pre-validation of a cytotoxicity test for a human acute systemic toxicity;

10. skin irritation testing with non-invasive technology and human volunteers;

11. pre-validation of an in vitro test or tests for the toxicity of metal-based alloys;

12. preparation of a European atlas of human and in vitro data on metal toxicity;

13. system development for OLIVE (GLP on-line in vitro toxicology ECVAM);

14. system auditing for OLIVE (LP on-line in vitro toxicology ECVAM).

Some 1,300,000 to 2.000,000 euro will be available to fund the 14 services.
