1. Study demonstrates thematic clusters form of own accord

A study based on collaboration in the European Commission's Fourth Framework programme, which used information from the CORDIS database, has demonstrated that clusters of dense collaboration identical to a programme's main thematic areas tend to form independently.

The study was carried out by four Austrian researchers: E. Schiebel, C. Widhalm, M. Topolnik, A. Kopcsa and M. Weber. The group analysed patterns of cooperation and collaboration in research networks between industrial, research and educational sectors of all EU Member States within the Fourth Framework Programme (FP4) .

The study aimed to identify specific features within the patterns of cooperation which are of particular relevance to European research, such as the respective roles of universities, industry and non-university research institutions and the role of key centres of excellence.

The CORDIS database was used for access to information on the projects financed by the EU between 1995 and 1998. In December 1998, more than 10,000 projects with over 47,000 participants were listed. The researchers selected those organisations which had participated in three or more projects, leaving a group of 2700 partners, who participated 30,000 times in 8,800 projects.

The study used bibliometrics to establish relations between technological developments, different fields of application and leading experts.

Results point to a clear division between industrial institutions and universities or higher education institutions, illustrating a preference among the institutions for cooperation with partners of the same organisational type. They do cooperate with other partners, but collaborative links are more intense with partners of their own kind, the researchers write.

In order to observe these patterns in more depth, the group applied the bibliometric tool to the Transport Research Programme.

Research showed that eight well-delimited clusters of dense collaboration emerged during FP4, showing that the transport research programme led to a grouping of organisations around its priority themes. However the density of collaboration within networks varied between clusters.

The study highlighted the presence of a limited number of research institutions involved in many of the clusters. 'The extent of their involvement and the cross-cutting role they play in many fields of transport research indicates that they are very well positioned to develop into the future 'centres of excellence' or at least into key network notes in the envisaged European Research Area in the transport field,' state the researchers who identify six key organisations in transport research.

'These few institutions are active in many segments of transport research and are therefore very well positioned to become the future key nodes of future European research area in the transport field,' the paper concludes.

2. Calling all European undergraduates - Commission offering prizes for scientific advances

General Information :

Undergraduates can further their scientific studies with the help of a monetary prize if they enter the Archimedes prize organised under the European Union's Fifth Framework programme. Those that show scientific excellence and European added value within the pre-determined fields could walk away with as much as 50,000 euro, which can be put towards a scientific project of the applicant's choice.

The four selected areas for this year's competition are the following:

- concepts to aid disabled people

- desertification and drought

- mathematical modelling for social and economic sciences

- new medicines from natural resources

There will be three first, second and third prizes. As well as the monetary awards, honorary distinctions will be given to the best science projects. Applications can be made on an individual or group basis.

The final date for submitting the application form is 31 July.

3. Increasing cooperation between academia and industry

The Swedish Ministry of Education and Science is hosting a conference on cooperation between academia and industry, focusing on the IT sector, in Karlskrona on 17 and 18 April.

The aim of the conference, which will be attended by Swedish Minister for Education and current chair of the EU's Research Council Thomas Östros, is to stimulate discussion on greater and firmer links between institutions of higher education and the business sector, as a way of strengthening Europe's competitiveness.

Principal scientific officer from the European Commission's Research DG, Dimitri Corpakis, will give a presentation on cooperation within the framework programmes.

During the conference, a number of different models for collaboration between academia and the business sector will be discussed. The conference is targeted at representatives from academia, the business world, industrial research institutes, research foundations and research-financed agencies.

4. Best practices of science-based technology transfer

The Association of European science and technology transfer professionals (ASTP) will hold a conference on best practices of science-based technology transfer in Munich, Germany on 31 May to 1 June.

The conference will highlight the most recent developments to date and every day problems in university-industry technology transfer, for example internal organisation, patent law, the specific and innovative complexities of strategic alliances and the valuation of information and communication technologies (ICT) and biotech technologies.

Manfred Schmiemann, principal administrator of the European Commission's Enterprise and Innovations DG's policy unit, will give a presentation of the importance of university facts and figures for European innovation policy. Sir Dai Rees, previous president of the European Science Foundations and former CEO of the Medical Research Council, will give a talk on commercial perspectives for the science base in Europe.

Other topics to be covered include American approaches towards technology transfer, the experiences of technology transfer in different European countries, European experiences with biotechnology valuation and the identification of valuable ICT technologies in universities.

The conference will also see a presentation of results from the first European survey of science-based technology transfer facts and figures.

5. Hungary bridges East-West gap

The European Commission's Information society Directorate-General is one of the sponsors of a two day event designed to bring the business worlds of Eastern and Western Europe closer together in Budapest, Hungary, on 10 and 11 June.

6. ESA celebrates the Sun

The European Space Agency (ESA) celebrates discoveries made by its SOHO, Cluster and Ulysses observatories on 27 and 28 April, with a 'Sun-Earth day'.

'Our Sun plays a central role in daily life, by warming and lighting the world , and powering the growth of living plants,' says ESA. 'Since ancient times, mankind has been aware of its importance, although not always understanding how or why.' But the space age has changed this. 'The ability to forecast [solar storms] comes from our improved understanding of solar events, which has been facilitated by solar physics research including important contributions from six spacecraft built in Europe: SOHO stationed far out in space, the four Cluster satellites orbiting together around the Earth, and Ulysses, which flies over the poles of the sun,' says ESA.

It is now inviting the public to join an international effort to promote public awareness of the dynamics of the Sun and its influence on the Earth. Events at more than 40 locations throughout Europe are planned.

7. Essen hosts renewable energy event

12. Slovenia makes call for research projects

Following the signing of the memorandum of understanding between the republic of Slovenia and the European Community on reciprocity, Slovenia has announced a call for co-financing of basic and applied research projects, 2001.

The call is for projects in the following areas:

- biotechnology

- social sciences

- humanistic sciences

- natural and cultural heritage of Slovenia and Slovenes.

'The research programmes and activities of Slovenia, corresponding to those of the Fifth Framework programme of research and technological development activities of the EU, are open for the research entities from the EU, provided that these research entities cover the cost of their own research activities within the project,' says the call text. 13. Are car manufacturers giving consumers enough information about CO2 emissions?

The Environment Directorate-General is calling for tenders for a study contract regarding the implementation of Directive 1999/94 in order to establish recommendations to enable the application of the principles of the provisions on promotional literature to other media and material.

As part of the Community objective to reduce carbon dioxide emissions from passenger cars, Directive 1999/94/EC aims to ensure that from 18.1.2001, information on fuel economy and carbon dioxide emissions of new passenger cars offered for sale or lease in the Community is made available to consumers, in order to enable them to make informed choices.

The Directive covers mainly printed material, but not other material/media. Therefore, Article 9 requires that the Commission shall take measures aiming at, inter alia, establishing literature referred to in the first paragraph of Article 6 to other media and material. Most relevant in this respect seems to be Internet marketing and radio/TV advertising. It is the objective of this study to collect and evaluate relevant information and to make proposals on the possible scope and the application of such recommendations.

General Information :

The European Commission's Regional Policy DG has announced a call for tenders for a study on the ex-post assessment of the Objective 2 programmes for the 1994 to 1999 period.

An external body will be commissioned by the Regional Policy DG's Evaluation Unit to carry out the ex-post assessment study.

The study should be executed within 12 months.

The deadline for requesting tender documents is 27.5.2001.
