1. Portuguese - Polish R&D Seminar

The Portuguese universities foundation (FUP) , the Portuguese research liaison office (PRELO) , the Institute for international scientific and technological cooperation (ICCTI) , the Polish state committee for scientific research (KBN) and the Polish national contact point for the European Commission's Fifth RTD Framework programme are jointly organising a three-day seminar, from 3 to 5 May.

The event, to be held at the Technical University of Lisbon (IST-UTL) , aims to promote Portuguese-Polish collaboration in science and technology and to present an overview of key research sectors in both countries.

Both countries' science ministers, Professor José Mariano Gago and Professor Andrzej Wiszniewski will head the delegations. During the first day presentations will be given in specific fields including agriculture, fisheries and forestry, information technologies, materials research and marine sciences. Visits to Portuguese research institutions will cover the second and third days.

2. How to win investment - course for European entrepreneurs

European Entrepreneurs working in Information Society Technologies (IST) are invited to attend a six day course on how to write an investment winning business plan, funded by the Fifth Framework programme's IST Programme.

Five TRAIN-IT courses will be held per year in Hamburg, Germany.

4. Eco-Design conference, UK

UK organisation 'SEEBA', the South east environmental business Association is organising a conference in London on 28 June 2001. The conference, 'eco-design for competitive advantage', is aimed specifically at the region's manufacturing industries. It is co-sponsored by SEEBA, the Environment Agency, the Institution of electrical engineers, the printed circuit industry federation and innovation strategy specialists, PERA.

A panel of international speakers, including Professor Ab Stevels of Philips Consumer Electronics (Netherlands) , will lead delegates through topics such as eco-product development trends and drivers; lead-free soldering solutions; and eco-design management and the supply chain. UK businesses will be well represented with addresses by senior personnel from Honda and Unipart, amongst others.

SEEBA, an initiative of the Centre for sustainable design based at the Surrey institute of art and design, University College, is a green business club, focused on 'producer responsibility' issues in the electronics, automotive and packaging sectors. Its work is geared exclusively to the needs of business within the region, providing a forum for knowledge exchange and dissemination.

5. Environmental protection and the emissions trade

The University of Osnabrück, Germany will host a conference on the role of emissions trading in environmental protection on 26 and 27 April.

Speakers at the conference include Dr Enno Harders from the European Commission, Franzjosef Schafhausen from the German Federal Environment Ministry and Dr Joachim Hein from the Federation for German Industry. Attendees will also include representatives from science, business and politics. Around 150 participants are expected.

On account of the Kyoto Protocol of 1997, the European Union demanded that its Member states reduce their greenhouse gas emissions by eight per cent from the 1990 level. Trade in emissions was to be a fundamental part of the Community's strategy and was to be introduced in 2005 at EU level, and worldwide from 2008.

'The Kyoto Protocol fixed emissions trading as a central instrument in climate protection. However, details as to how such a trading system can be realised are still unclear,' said Professor Rengeling from the University of Osnabrück.

6. Advancing the packaging waste debate

A conference aiming to advance the packaging waste debate will be held in Brussels on 26 April 2001. It aims to provide a forum for senior figures in the packaging industry to discuss key issues with policy makers from the European Union and the Member States, consumer groups, environmentalists and the press. It will examine the effectiveness of such tools as 'life cycle analysis' for policy decision making in the packaging sectors and will discuss new proposals for ensuring environmental protection that is consistent with the smooth functioning of the internal market.

Speakers include representatives of the European Commission's Environment Directorate General, MEPs and industry leaders.

The event is organised by Forum Europe in partnership with APEAL and the European Commission and in association with EurActive.com as part of the European Commission's Green week.

Participants will receive a specially commissioned background report before the event and, afterwards, a thematic report of the conference proceedings.

7. Green week is go

The European Commission's Green week initiative kicks off in Brussels on 24 April, luring hundreds of visitors to Brussels. (Polska)

Representatives of industry and local authorities, journalists, research and scientific institutes and decision makers from all corners of Europe are attending the event. It aims to raise the profile of environmental issues in Europe and spark debate, while also publicising the Community's 'Sixth environmental action programme. 'Green week will support the ongoing dialogue and cooperation between the European Commission and all environmental stakeholders and help focus on the current and future challenges facing EU environmental policy,' announced Environment Commissioner Margot Wallström.

The agenda includes a wide range of sessions and workshops covering the major policy areas outlined in the Sixth environmental action programme: climate change, nature and bio-diversity, health and environment, and water and waste management. Sessions focus on, for example, improving the quality of bathing water, sustainable consumption patterns, the future of eco-tourism, clean air and chemicals policy and environmental health issues.

Over 80 exhibitors from Member States and candidate countries

- including Poland, Romania and Slovakia

- will present their environmental projects. Grouped within 'thematic islands' that correspond to the five main policy areas, exhibitions focus on such themes as protecting wetlands and wildlife species, waste and waste water recycling, treating oil spills, reducing noise pollution and the benefits of crop diversity and car sharing. Many exhibition stands are managed by national or local authorities. Others present initiatives taken by private companies and research institutes. A number of LIFE projects are also featured. And the recent winners of the Environment awards for businesses are also exhibiting their work.

In addition, Green Week focuses on the young with competitions for painting and drawing, speech writing, story writing, photography and video production for seven to 23 year olds. The winners will receive their prizes from Commissioner Wallström at the end of the week. Other events for the young are also scheduled throughout the week, including a youth environment council of ministers.

8. Ethical dilemmas in biomedicine

9. Focus on the EU's renewable energy sources

MEPs and national MPs will gather at the third Inter-Parliamentary Meeting, Renewable Energy Sources in the EU, organised by the 'European forum for renewable energy sources' (EUFORES) and the 'Swedish bioenergy association' (SVEBIO) to discuss recent developments in the field.

The event aims to foster a high-level dialogue between MEPs and MPs, increase their awareness about recent energy developments, particularly those in the field of renewable energy sources (RES) , and yield a better understanding of the aims, priorities, tools and best available practices.

The main aims of the meeting are to present RSE related policy options and developments to the MEPs and MPs, discuss the development of EU energy policy and its contribution to RES with special regard to the consequences of the EU Kyoto commitments and contribute to the debate on the present situation of the energy market liberalisation in the EU, as well as the implications of the new guidelines on state aids.

Delegates will also discuss possible legislative initiatives as a follow up to the EU's strategy targets and instruments, relations between RES and other policy areas and problems faced by EU regions.

10. Intellectual property and scientific information conference

11. ESA showcases space-based technology transfer

The European Space Agency (ESA) is showcasing the opportunities for technology transfer from space-based high-technology at the Hanover Fair in Germany on 23 April.

'The European space industry has built up an impressive portfolio of technologies and know-how,' says ESA. 'This has provided many innovative solutions for non-spaced products and services that improve our daily lives, like the Ariane advanced carbon composites, used to build cars, or the radiation monitoring techniques, now adopted in cancer research.'

ESA now reports that its technology transfer programme has achieved more than 100 successful transfers. Since 1991, it says, technology transfer has generated over 15 million euro in turnover for space companies, and 100 million euro for the non-space industries involved. In addition, 12 new companies have been created, 25 are expected by 2003 and some 2500 jobs have already been created.

MST Aerospace, leader of the ESA network of technology brokers, will present more than a thousand new space technologies in Hanover this week. Their display will include:

- a carbon fibre space house, combining efficient and environment friendly installations for energy and water with an earthquake resistant structure;

- GTS (global transmission services) from the international space station, for such functions as worldwide synchronisation of wrist watches or immobilisation of stolen trucks;

- a fitness monitor, based on new optoelectronic technology, which measures fitness by analysing health indicators such as blood pressure or pulse upon contact with the user's fingertips.

ESA and MST will also inaugurate a business to business technology market place to offer high-tech solutions to entrepreneurs.

13. Good practice examples that reduce accident risks in SMEs

The European Agency for safety and health at work is launching a Community funded accident prevention scheme focused on European small and medium sized enterprises (SMEs) .The Agency will provide grants for projects that contribute to the reduction of accident risks in SMEs, through the development and dissemination of effective good practices that meet the relevant legislative requirements established by European directives and national legislation and guidance.

The projects will be funded from the Agency's 2001 budget and can either be submitted by SMEs themselves or aimed at SMEs' specific needs.

The submission and selection of projects will be governed by the conditions set out in the call text, which is published in the Official Journal of the European Communities at the reference below.

Some 4,500,000 euro is available to fund projects selected through this call.

The Information Society Directorate-General is calling for tenders for a web-based survey on electronic public services (government and citizens' use of the Internet) .

The eEurope 2002 action plan contains a specific action line dedicated to 'government on-line: electronic access to public services' as part of the overall objective to stimulate use of the Internet. The eGovernment action line encourages public administrations at all levels to exploit new technologies to make information as accessible as possible and provide faster, more responsive services.

In this context, the objective of the survey is to benchmark Member States' activities in making public services available on-line, by measuring which of the common basic public services (as agreed by the Internal Market Council on 12.3.2001) are currently online in the different Member States, what level of online sophistication the public services on the Internet have and, consequently, to what extent basic public services are available.

15. Bankruptcy and a fresh start

The Enterprise Directorate-General is calling for tenders for a study on bankruptcy and a fresh start: the stigma on failure and legal consequences of bankruptcy.

The study aims to obtain a clear picture of stigma on entrepreneurs who failed. It will analyse the attitude of the public, the business community and financial institutions to business failure and bankruptcy. It also needs to analyse the legal consequences of insolvency. The contractor should develop a list of public and private responses to bankruptcy, which permit entrepreneurs who have failed and wish to restart to do so while retaining the necessary security against recklessness and fraud.

16. Eurostat requires trade analysis

The Statistical office of the European Communities (Eurostat) is calling for the provision of statistical services related to trade within the Community and between the Community and non-member countries.

The contract is divided into seven lots:

Lot 1: advanced estimators of external trade data;

Lot 2: quality control for basic statistics on external trade;

Lot 3: implementation of measurement and quality control for external trade statistics;

Lot 4: import and export prices indexes for economic statistics;

Lot 5: trade directories and impact of globalisation on external trade statistics;

Lot 6: adaptation of the extrastat system to better meet use requirements;

lot 7: re-evaluation of the burden, represented by the intrastat system, on those benefiting from the statistical information, with a view to potentially adapting the system.
