1. Information and partnering day: GROWTH and CRAFT

An information and partnering day corresponding to Fifth Framework programme's GROWTH and CRAFT programmes will be held in Poznan, Poland on 18 June.

The event is part of the 73rd Fair of industrial technologies and investment goods.

Bilateral meetings between companies will be arranged at the fair and organisations that submit the partner search entries will have the opportunity to meet future project partners. Project ideas are also welcome.

The fair will be of particular interest to industrial companies, particularly small and medium sized enterprises (SMEs) and research organisations.

2. Making Europe's railways safer and more efficient

General Information :

The European Commission has adopted a set of common characteristics for the trans-European high speed rail system, making possible the use of a traffic management system, developed with funding from the European Union, which will improve safety and efficiency on Europe's railways.

The development of the European Rail Traffic management System (ERTMS) was financed by the EU first as a research project under the Second Framework programme, and then in the context of the development of the trans-European networks.

ERTMS will make it possible to control the spacing between trains as well as emergency braking, thus drastically reducing the risk of collisions.

The system will also permit better management of the existing infrastructures' capacity by allowing a considerable proportion of bottlenecks to be removed and avoiding changes of locomotives, which cuts productivity.

The introduction of ERTMS will additionally facilitate the creation of a single market in railway equipment at European level to replace the current fragmented market. Costs will also be reduced by around 25 to 50 per cent compared to most modern systems.

3. Building an innovative economy in Europe

General Information :

An analysis of the integration of innovation into the working of European enterprises is available in a new European Commission publication, 'Building an innovative economy in Europe'.

The report takes in the findings of 12 studies, which seek to provide a basis for the formulation, monitoring and analysis of innovation policy. They largely conclude that European businesses are rising to the challenges of innovation, but that there is more to do. This is particularly the case if they are to match their competitors in the new e-economy.

The Commission hopes that the report will add to the debate on innovation and will also promote innovation in society as a whole.

4. EU project produces high-speed 3D scanner

A digital mircromirror device, capable of providing high quality three dimensional imaging of a living cell has been developed in an project supported by the European Commission under the CRAFT subdivision of the Fourth Framework programme.

The digital micromirror device (DMD) has been developed by seven partners from three EU Member States, in a project which is close to conclusion. DMD represents a more cost effective and efficient way of achieving three dimensional cell imaging.

'The quality of the image obtained from a confocal microscope can be adjusted by varying the pattern and speed with which the light scans the object,' said Frank Bitte, project partner from the German Fraunhofer Institute for Production Technology (IPT) . 'This, however, requires the use of different Nipkow disks. Changing them is a time-consuming procedure and often not performed. More flexible, the DMD can be easily adjusted electronically. Moreover, with the DMD, there is no interference from vibration or friction, as occurs with the rotating disks.

Data has previously been acquired using a confocal microscope with a closely focused beam that scans the cell point for point and layer for layer. A rotating disk containing tiny holes allowed light to pass onto the section of the scanned object, whilst blocking out the light both ahead and behind it.

The new device uses almost 800 000 programmable micromirrors. Each mirror is 16 ľm˛ and can be individually set to an angle of plus or minus ten degrees, thus allowing more flexibility.

In addition to the standard use of DMD in the field of digital video projection, the device could also be put to other uses, for example the measurement of bifocal contact lenses or checking for wear on DVD discs or CDs.

The product is expected to be introduced to the market by one of the project partners in 2002.

5. Portugal gives tips on how to write a technology implementation plan

General Information :

The Portuguese research liaison office and the Institute for international scientific and technological cooperation (ICCTI) are jointly organizing a course dedicated to the technology implementation plan (TIP) , a contractual obligation of EU funded R&D projects. The course will be held at the ICCTI in Lisbon on 14 and 15 May.

The course aims to train research managers on how to write a technology implementation plan for Fifth Framework programme contracts. In these contracts the technology implementation plan will be a contractual requirement to describe the exploitation plans of the consortium members. The course will provide the background to the TIP, how to prepare the documentation and how to source information to prepare the TIP.

Due to a large number of requests, the course, initially planned for one day, 15 May, will now also take place on 14 May.

6. IST and the environment workshop

A three day international workshop, Eurolat-IS, on the theme of 'IST for environment and tourism' will take place in Quito, Ecuador on 9 to 11 July.

It will aim to build consortia to present proposals for collaboration in the European Union-funded IST (information society technologies) research programme.

Participant numbers will be restricted to between 80 to 120. Participants will be selected on the basis of the adaptation of a proposal to the priorities of the IST programme with relation to the environment and tourism.

7. IST mobile telecommunications summit

8. ELOISE 4th open science meeting

ELOISE, the European land-ocean interaction studies cluster, is holding its fourth open science meeting from 5 to 7 September in Rende, Italy.

ELOISE is a thematic network on coastal zone research, funded by the European Commission within its environment and sustainable development programme. Its main aim is to promote synthesis on different aspects of coastal zone management within different disciplines of both natural and socio-economic sciences.

The meeting is open to all scientists (including those not participating in ELOISE) with an interest in the problems of coastal zone management. Participants will have an opportunity to learn of the ongoing results from European research studies relevant to the coastal zone management and science.

The meeting is organised jointly by the Institute for atmospheric pollution of the national research council (CNR-IIA) , the University of Calabria and the European Commission.

9. Cardiff to host IPR events

The largest gathering of intellectual property rights professionals in Europe is expected at the EPIDOS and PATINNOVA annual conferences, taking place jointly in Cardiff, Wales, on 15 to 18 October.

The event represents a joint effort by the European patent office (EPO) and European Commission. PATTINOVA 2001 will cover two central themes: patents in the digital era and intellectual property serving entrepreneurship. The EPIDOS annual conference will focus on the retrieval of patent information, the Internet and other tools available on the market. A cybercafé will also be on hand for anyone wishing to test some of the tools available.

An exhibition will be open to the general public at the event, where experts will be available to answer questions on the topics relating to intellectual property rights.

10. Tenders sought for study on intelligent transport systems

The European Commission's Directorate General for Energy and Transport has called for tenders concerning the deployment of intelligent transport systems in the road sector in Europe.

The Energy and Transport DG plans to conclude a contract for the supply of services dealing with the deployment of intelligent transport systems (ITS) in the road sector in Europe.

The action will contribute to the harmonised and synchronised deployment of ITS in the EU. This process will be encouraged through projects financed at national and regional levels, either by public or private funding. The action will also contribute to the monitoring, the follow-up and the assessment of the projects partly financed by the European Union.

11. Call for innovation studies

12. Impact of new regulations in the chemicals sector to be assessed

13. Pilot project for campaign to combat doping in sport

General Information :

The European Commission is calling for proposals for a pilot project for campaigns to combat doping in sport.

'In the context of competitive sport, doping represents the antithesis of sport and the values it has traditionally stood for, namely fair play and an idea of surpassing oneself,' says the Commission. It has funded actions to combat doping in sport since 2000.

In this context, the current call for proposals aims to encourage cooperation between institutions and organisations with a view to:

- organising information campaigns against doping in sport, including the development of information material;

- creating and implementing education programmes to inform young people of the dangers of doping

- examining the advisability of approximating or even harmonising the legislation of Member States laying down acceptable medical limits for the absorption of doping substances;

- examining the advisability of harmonising testing arrangements throughout the EU.

The proposed measure will take into account the content of the projects selected during the call for proposals launched in 2000.

The overall budget of 2 million euro covers measures to combat doping, which will run during the period between 1 October 2001 and 20 September 2002.
