1. E-economy conference proceedings available on-line

General Information :

A summary of the proceedings of a conference on the potential impact of Europe's e-economy on EU enterprises and policies is now available on-line.

The conference, held in Brussels in March, aimed to help develop an understanding of the changes brought by digital technologies in the economy and of their implications for policy-making. Among the participants were high-level industrialists, entrepreneurs, consumer representatives and academics, as well as Commissioners and Commission staff.

A first series of workshops analysed the impact of digital technologies on different industry and service sectors, with a focus on new structures and business models. A second series of workshops concentrated on the implications for policy-making, focusing on the internal market.

2. Rural development engineering workshop

A workshop on 'rural development engineering

- technical problems and solutions in European rural development', organised by the special interest group (SIG 27) of the European Society of Agricultural Engineers, and partly funded by the EU's Carrefour Network will take place in Tampere, Finland on 27 to 29 May.

3. Groundwater experts meet in Barcelona

General Information :

A workshop on analysis, toxicity and biodegradation of organic pollutants from contaminated land, landfills and sediments will be held in Barcelona, Spain, from 8 to 10 November 2001.

The organisers, from the European science foundation and the Consejo superior de investigaciones cientificas, are now calling for papers for presentation at the event.

The workshop will include lectures on:

- the identification of major organic pollutants in groundwater resources from contaminated land, landfill and sediments;

- the use of automated sample preparation methods like automated sample preparation for water using solid phase extraction cartridges, automated purge and trap and on solid samples (accelerated solvent extraction, microwave assisted extraction) ;

- advanced analytical methods like GC with low and high resolution -MS and LC-MS for the determination of organic pollution;

- the use of biosensors as rapid screening systems for the determination of target organic pollutants and their effect on groundwater resources as well as the evaluation of biosensor technology versus current analytical methodology;

- receptor assays and genotoxicity measurements will be described in order to assess the impact of organic pollutants on the ecosystem and on different organisms.

5. Mass and charge transport in inorganic materials

6. E-learning comes to Brussels

General Information :

The first eLearning summit to be held in Europe will take place in Brussels on 10 and 11 May, hosted by European Commissioner for Education and culture, Vivian Reding.

The meeting, which national ministers and representatives of leading IT (information technology) companies will also attend, will investigate means by which public/private partnerships can be established. The findings will be presented at the Education council on 28 May.

Among the issues that will be on the agenda are skills shortages, access, connectivity and digital literacy. The participants will also be analysing what constitute the biggest obstacles in developing eLearning.

The event is part of the support for the eLearning action plan, which has been adopted by the Commission and aims to enhance cooperation between European institutions, Member States, education and training practitioners and businesses in the use of new IT in schools.

7. Brussels hosts IPR seminar

The Intellectual Property Rights Helpdesk (IPR-Helpdesk) , funded by the European Commission's Innovation Programme, is holding a seminar on IPR in Brussels on 30 May 2001.

The IPR-Helpdesk offers help with intellectual property (IP) issues for Fifth Framework programme contractors. It gives free advice with research contracts, consortium agreements, and general IP information. A legal help-line enables users to have specific IP questions answered in detail and the organisation's website provides a source of IP and innovation information for every EU Member State.

8. Natural History Museum seeks applications from researchers

London's Natural History Museum has announced a call for applications, in conjunction with an EU-funded project, from high calibre researchers seeking access to the museum's collections and facilities.

The call comes under the SYS-RESOURCE project of the 'access to research infrastructures' action, which is funded by the EU's Improving Human Potential Programme, under the Fifth Framework programme.

In addition to access to The Natural History Museum's collections and facilities, visits to the Linnean Society and the Royal Botanical Gardens would also be possible. Visits of up to 60 working days are permissible.

9. EU to establish economic research institutes network

The European Commission is launching a call for proposals to set up a European network of economic research institutes.

The European forecasting network (EFN) will be formed by leading research institutes from European Union Member States. The purpose of the EFN is to improve the understanding of euro zone economic developments and policies, to augment the analytical basis for economic policy decisions in the euro zone and to increase the visibility of economic and monetary union (EMU) in the Member States.

In order to achieve these objectives, the EFN will produce independent, rigorous and joint assessments of the economic situation, the aim being to identify key policy challenges in the euro zone. The creation and work of the EFN should be of benefit to policy makers, economic agents and the general public.

The combination of a single monetary policy with decentralised economic policies is giving rise to a new economic environment, with consequences for policy makers and economic agents. Essential economic relations ships need therefore to be reassessed, and reliable indicators must be developed.

The Commission believes that high quality, independent and authoritative analysis from the research community would provide a valuable, complementary contribution to euro zone policy makers and economic agents in their assessment of the economic situation and policy requirements.

The network will prepare two reports per year focused on an explicit euro zone wide approach. The reports should present rigorous analysis, robust conclusions and a consensus view on policy relevant topics. The reports will include the following parts:

- a detailed analysis of the economic situation and outlook, including qualitative forecasts,

- an examination of policy issues in key areas,

- thematic analysis, focusing on euro zone economic characteristics.

The network will be selected for a period of three years, with the agreements being proposed annually by the Commission.

The maximum annual budget available for the programme is 300 000 euro.
