2. VR World Congress, Barcelona

The VR (virtual reality) World Congress, organised by the EPIFOCAL, a project funded by the European commission's Information Society Programme, will be held in Barcelona on 27 to 29 June.

The programme includes presentations of EU projects and a panel discussion with a representative from the European Commission on 'participating in an EC project'. This session aims to create networking opportunities for prospective VR/i3D project partners.

The event has been designed to appeal to the widest audience of professionals interested in the development of VR and interactive 3D (I3D) applications. Applications which will be exploited in a wide range of disciplines, including publishing, healthcare, education, culture and heritage, entertainment, services, manufacturing and engineering. The event will also consider the hardware, software, systems and services which will provide the necessary infrastructure.

3. Looking at the future of mobile communications - workshop

A workshop on mobile applications and services, organized by the European Commission's Information Society DG under the IST programme, will take place on Tuesday, 29 May in Brussels

The European mobile communications sector has been very successful notably through the development of the second generation (GSM) mobile telephony with European users having fully embraced the services that this technology provides (65 per cent of the EU population currently subscribe to GSM) . As the technology evolves from 2G (mainly GSM) to 2.5 (GPRS) and to 3G (UMTS) the scope of the services and applications that can be provided is significantly enlarged, to an extent which is not yet fully understood in terms of possibilities and potentialities.

In order to ensure a coherent and harmonised development of European wide consumer appealing services and applications, the European Commission aims to launch a new initiative to support developing/trialing/validating of new multimedia rich services and applications on a Pan-European basis.

The European Commission has in two recent communications (the communication on 'Introduction of third generation mobile communications in the European Union: state of play and the way forward', and the e-Europe 2002 Action Plan) stressed the need for concrete actions regarding the mobile communications sector, in light of the fact that the markets for 2.5 and 3G remain largely untested. This workshop should help address this issue.

4. EIROFORUM members meet Busquin in Brussels

General Information :

High level representatives from leading European research organisations will meet with Research Commissioner Philippe Busquin in Brussels this week at the EIROFORUM conference.

EIRO, the European intergovernmental research organisation, has been developed and deployed in Europe since the early 1950s to link powerful research infrastructures and laboratories that are used by an extensive network of scientists. According to the European Space Agency (ESA) , these organisations 'represent European spearheads in some of the most crucial basic and applied research fields.'

Seven of these organisations have set up a coordination and collaboration group, dubbed 'EIROFORUM'. The members include: the European particle physics laboratory (CERN) , the European molecular biology laboratory (EMBL) , ESA, the European Southern Observatory (ESO) , the European synchrotron radiation facility (ESRF) , the Institut Laue-Langevin (ILL) and the European fusion development agreement (EFDA) .

This week's meeting will provide an opportunity for he EIROFORUM members to discuss recent developments in the European Research Area with Mr Busquin.

5. Renewable energy conference begins on-line

The 'Energy resource 2001' conference kicks off on-line today until 1 June.

Energy resource2001 is an online conference for the energy sector of the future. It is supported, among others, by EUFORES, the European forum for renewable energy.

Registration is free and delegates will find a wealth of information on all aspects of developing technologies and current issues facing the energy industry.

The conference includes a EUFORES information stand (click on EUFORES logo) , a key note interview of Ms Eryl McNally MEP, President of EUFORES, and an article by Mr Juan Fraga, General Secretary of EUFORES on the future of renewables, plus a call for energy intelligence by European Members of Parliament.

6. Chemistry for the environment

The Inter-university consortium 'Chemistry for the environment' (INCA) is collaborating with IUPAC and the OECD (Organisation for economic cooperation and development) to organise a workshop on 'Green chemistry education'. The workshop, in combination with the fourth summer school on green chemistry, will be held in Venice from 12 to 14 September 2001.

The workshop will be open to representatives (governmental institutions, academia and industry, national and international chemical societies, industrial organisations, environmental institutions and associations) with a relevant background in green chemistry educational themes.

The workshop topics include:

- existing government and industry programmes (R&D, awards, information, tools, etc.) useful for incorporating green chemistry into the education systems;

- existing green chemistry educational material, tools, initiatives and sources;

- educational areas which address green chemistry education;

- elaboration and carrying out the green chemistry educational programs/projects with new educational materials/tools;

-commitments and recommendations necessary to carry out green chemistry educational programs.

The OECD will use the workshop results for its overall project on sustainable chemistry.

7. Information day: joint dedicated call on endocrine disruptors

The European Commission's Research Directorate General is organising an information day on 22 June 2001 in Brussels, concerning the launch of a dedicated call on endocrine disrupting compounds. The call, which is expected to be published in the Official Journal on 31 May 2001, is jointly launched by the Quality of life programme (QoL) and the Energy, environment and sustainable development (EESD) programme.

Objectives of the information day will be to present to the scientific community the topics covered by the call and to provide opportunities for networking among potential proposers.

Although there is no registration fee; the Commission will not award any subsidy for participation. Every effort will be undertaken to accept all persons wishing to participate. However, the meeting room can host only about 150 participants. In the event of over-subscription, registration will be accepted on a first to come-first to serve basis.

Participants must first express their interest by completing and returning the registration form via e-mail. The Commission will inform applicants of the acceptance of their application, together with more detailed information on the agenda and on the local arrangements. 8. Action in the field of public health

The European Commission is calling for proposals health monitoring within the framework for action in the field of public health.

The Commission will fund actions in the following priority areas specified in the 2001 annual work programme:

Establishment of community health indicators

- health status

-

- functioning and quality of life, including self-perceived health and screening practices;

- respiratory diseases;

- health determinants

-

- external environment such as air, water and noise pollution;

-

- tobacco smoking;

- Health systems

-

- pharmaceutical products: expenditure, consumption, use

-

- prevention and screening: data sources and indicators concerning the availability and coverage of programmes such as cancer screening, prenatal and neonatal screening or vaccination coverage.

Development of a community wide network for sharing health data:

- data uploading and database coordination;

- interface to facilitate the transfer of data and information into HIEMS.

Analyses and reporting

- assessment of the impact on health of various policies, such as agriculture policy, transport policy, tax policy and the internal market;

- inventory of data sources in health monitoring as well as existing networks;

- coordination of the health monitoring programme at the European and Member States levels;

- inventory of mechanisms, procedures and responsibilities within Member States regarding production, maintenance and dissemination of health information;

- development of comparable data and health monitoring in the applicant countries;

- health data requirements for setting health targets.

9. Environmental impact of electronic waste

The Enterprise Directorate General is calling for tenders for an impact study for a proposed EU directive concerning the environmental impact of electrical and electronic equipment.

The Council resolution on administrative simplification for enterprises, in particular small and medium sized enterprises invites the Commission to ensure that full account is taken of the costs and benefits to enterprise, especially small and medium sized enterprises (SMEs) , by preparing an assessment of all proposals which may give rise to a substantial burden for enterprises.

A draft text for a directive on the free movement of environmentally-friendly electrical and electronic equipment ('the EEE proposal') has been prepared. It will be the basis for a comprehensive study of its impact on various stakeholders in the EU, with a special emphasis on SMEs. The study should provide a framework for analysing the impact of the EEE directive, carefully defining the criteria of the assessment in order to be able to determine the impact of modifying certain parameters.

10. Preparation of measures to reduce vehicle carbon dioxide emissions

The European Commission's Environment DG has given prior information of a call for tenders for a study on measures to reduce carbon dioxide (CO2) emissions from N1 vehicles.

The Commission aims at taking action at Community level in order to reduce the CO2 emission from light commercial vehicles (N1 vehicles) . Several policy options to reduce CO2 emissions from passenger cars are possible. Within this study, the following main tasks should be accomplished: to collect comparable specific CO2 emission, to provide estimates about the future evolution of CO2 emissions from this vehicle category, to collect information on the state of technology of N1 vehicles and on potential policy options, to reduce CO2 emissions from N1 vehicles and to evaluate their advantages and disadvantages, to study in depth potential practical, legal and organisational problems associated with the implementation of the most promising identified policy options, and to make pragmatic proposals concerning a transparent monitoring and evaluation of achieved progress.

The envisaged budged is a maximum of 120,000 euro.
