1. Commission hosts IST and tourism conference

2. UK holds four more IST information days

General Information :

Representatives from the European Commission will make presentations at several UKISHELP events in London in June and July.

UKISHELP is the UK's Department of trade and industry's (DTI) Information Society support initiative. The organisation is holding four free information events to help organisations understand the requirements in the main areas to be supported by the next round of funding in the European Information Society Technologies (IST) Programme.

15 June Introduction

- New methods of work and e-commerce information afternoon

2 July Information event on transport

9 July An afternoon of information for Key Action 3

- Multimedia content and tools.

Each event will be attended by at least one European Commission official and has been designed to increase UK chances of funding success by presenting a mix of information, experience, advice and detailed briefing.

UKISHELP has identified sectors which it believes are best placed in order to secure funding for innovative research projects. They include transport, tourism, environment, public administration, banking, electronic publishing, telecommunications, education, linguistics and geographic information.

The events will focus on specific areas of interest so, before registering, organisations are advised to consider which subject areas are most appropriate for their needs. At each event, commission speakers will explain the key features and give an insight into the work that each initiative is intended to encourage. The events will also look at the funding proposal evaluation criteria in order to help organisations target proposals more effectively. There will also be opportunities for delegates to present project ideas.

3. Commission calls for study on caller location in mobile networks

General Information :

The European Commission's Information Society DG has announced a call for tenders for a study on caller location in mobile networks in view of enhancing 112 emergency services.

As the technology for location determination in mobile networks becomes widely available, there will be pressures from civil protection authorities and users to forward caller location information automatically to the emergency service providers. The Commission has proposed this enhancement of 112 emergency services in the context of its proposals for the new regulatory framework.

An improved level of safety and security cannot, however, be achieved by compromising the principles of privacy. The Commission has proposed data protection and privacy safeguards for the use of location data.

An effective introduction of enhanced emergency services

- using location data

- will need coordination between the parties concerned. The Commission has therefore taken the initiative of setting up a coordination group on access to location information by emergency services (CGALIES) involving the relevant players, in order to clarify the implementation details.

There is an urgent need for a study in support of the CGALIES work. This study should examine in detail the implications of technical and market developments (including relevant international standards, market evolution and user perspectives) , and develop policy recommendations on the use of location data by emergency services and on caller privacy issues, and recommendations on the corresponding technical implementation path.

The time limit for the completion of work will be four months.

5. Growth call for proposals announced

The European Commission has announced a call for proposals for indirect RTD actions under the specific programme for research, technological development and demonstration on Competitive and Sustainable Growth.

The call relates to the following areas:

- Key action: Sustainable mobility and intermodality (indicative budget 39 million euro deadline for receipt of proposals: 17 September 2001 at 5pm) Additional information to the revised work programme is available and downloadable for this Key Action from the Internet address below.

RTD proposals may only address the Targeted Action on SMART RAIL (Single market for rail transport services) and the following priorities as described in the Work Programme and in the additional information to it: 2.1. Socio-economic scenarios for mobility of people and goods 2.2. Infrastructures and their interfaces with transport means and systems 2.3. Modal and intermodal transport management systems

These actions respond to the strategy of the revised work programme based on the concentration of a substantial fraction of the key action activities around a core set of Targeted Actions which are designed to facilitate the emergence of solutions with a measurable impact, high profile and direct relevance to European citizens and policy objectives. In this context preference will be given to shared cost RTD proposals of outstanding quality that present cost-effective RTD arrangements for which a minimum EC funding of 1. 5 million euros expected. An increased attention should be paid to the dissemination and exploitation of results by these large projects.

Key action: land transport and marine technologies (indicative budget 98 million euro; deadline for receipt of proposals: 17 September 2001 at 5pm) .

All the research objectives in this Key Action are open for thematic networks and concerted actions only. RTD, demonstration and combined proposals may only address the following: Critical Technologies: 3.1. Critical technologies for road and rail transport 3.2.Critical marine technologies Technology Platforms: 3.3. TP1: New land transport vehicle concepts; enhanced systems efficiency 3.8. TP6: Efficient interoperability and transhipment

6. JRC calls for assessment of waste characterisation facilities

The European Commission's Joint Research Centre (JRC) has given prior notification of a call for tenders for a study on waste characterisation facilities.

The contractor should perform a study to install a waste characterisation device in the hot cell laboratory. This facility should allow the carrying out of a detailed examination of any waste package produced, and to be sent for conditioning and storage.

Radiation measurements (e.g. gamma and neutron) should allow the giving of the best possible information on the waste package composition. The study should define the design of the facility and the instrumentation required. It should give advice on the most efficient and cost effective solution.

The approximate budget is 150,000 euro.
