1. New directory to identify European nanotechnology networks

General Information :

CORDIS, the European Commission's Research and Development Information Service, is hosting the results of a survey on nanotechnology research networks.

More than 50 national and international networks are listed in the directory, including a network of 570 partners. The site also contains direct access to scientific information and contact details.

This directory of networks, hosted on the nanotechnology thematic service, offers information about the research objectives, partners and the scientific fields of activity. This new tool enables users to identify networks as well as to exchange and develop knowledge, tools, techniques and expertise. Synthetic reports give an overview of and statistical information on the networks by country and fields of activity.

The downloadable database documents will be updated and opened for new networks. To this end, a questionnaire is available for the registration of additional networks.

This European initiative supports the efforts to strengthen interaction between the European Commission and Member State activities in the frame of the European research and innovation area. The database of networks will be useful to the scientific community and should facilitate coordination, information exchange and synergy in the field of nanotechnology.

2. More publications on energy-related funded projects

CORDIS, The European Commission's Research and Development Information Service, has added new information on energy-related subjects to its site.

On the 'Energy, Environment and Sustainable Development' (EESD) service, users will find two new reports on energy-related projects: 'Clean and efficient energies for Europe' and 'Qualitative assessment of non-nuclear energy proposals selected in FP5'. These reports provide an assessment of the scientific and technical quality of projects from the Fourth and Fifth Framework programmes as well as their impact on society, the economy and the environment.

Both reports gather feedback on experiences and exploitable results as well as offer a broader picture on the programme evaluation and impact. Conclusions will be used for the definition and orientations of the next Framework programme.

The site also offers all information on energy-related research, including latest calls for proposals, more examples of funded projects, local assistance details, news and events.

3. Commission funds collection of fraud intelligence

General Information :

Relaxation of cross county boarders, especially on mainland Europe is just one of the factors that has made distribution of fraudulent goods a serious problem affecting the whole of Europe, leading to a need for consistent and repeatable testing methods for the detection, tracing and monitoring of fraudulent activities. In response to this, the European Commission is funding an ETI (economic & technological Intelligence) project called DETECTFRAUD under the GROWTH programme of the Fifth Framework programme. Results will be used to target areas in need of research and funding in the Framework programmes.

The project aims to identify areas that need antifraud measurement methods. The investigation will indicate the 'big picture' of fraud and highlight the most prevalent areas in need of research. Auditing research activities across four chosen sectors, food and drink, electronics and finance, counterfeiting and drugs and medicines will highlight areas of expertise in each technology sector.

DETECTFRAUD is being coordinated by Beta Technology Limited in the UK with six partners from Austria, Hungary, Italy, Spain, Sweden and The Netherlands. Each partner will investigate fraud and antifraud methodologies in their own country before collaborating in a European investigation.

4. IST date and place set

General Information :

Düsseldorf, Germany will be the location for this year's IST (information society technologies) event, which will take place on 3 to 5 December.

Under the title 'Technologies serving people', the IST 2001 event will showcase IST exhibits, as well as providing a forum for discussion of the central themes of the effect of information technologies. There will also be discussions concerning the place of the IST programme within the next RTD Framework programme of the European Union.

Erkki Liikanen, European Commissioner for Enterprise and Information society will attend the event and give a number of speeches relating to the issues discussed. IST 2001 has been organised in collaboration with the ministry of economy, SMEs, energy and transport of the German state of North Rhine Westphalia.

5. Integrated catchment water modelling - information day

The European Commission's Research DG is organising an information day, CATCHMOD, 11 July in Brussels.

It will provide support for Concerted Actions and RTD projects related to the strategic planning and integrated management methodologies and tools at catchment/river basin scale section of the 'Energy, Environment and Sustainable Development' programme's Key Action 1 (sustainable management and quality of water) .

The objective of the information day is to present projects selected under the last call for proposals and to discuss complementary research issues that could be addressed by project proposals to be presented before the next deadline of 15 October.

6. Improving international partnership - conference

'High-tech Baltics 2001', which aims to improve international partnership, cooperation and transnational technology transfer will take place in Riga, Latvia from 14 to 16 September.

The conference will unite those from across Europe concerned with maximising the business potential of small and medium sized manufacturing enterprises. Subjects for discussion will include: European RTD programmes and their value in promoting the development of SMEs and increase their competitiveness; international and national measures of technology transfer; national programmes for innovation and SME development and technology development trends for the high tech companies in the Baltic States.

As part of the event, an exhibition will be held to demonstrate the latest technological developments. A conference on ecology and the environment 'ECO-BALT 2001' will also take place.

Several parallel events to the conference have also been organised, including a German-Baltic cooperation workshop, a brokerage event and a Baltic SME forum.

7. Parliament highlights role of R&D in Europe's future energy supply

A public hearing on the security of energy supply in Europe will take place in the European Parliament on 21 June with the role of research and development on the agenda.

Organised by the Parliament's committee on industry, external trade, research and energy, the event will bring together the chairman of the international association of oil and gas producers, Dr Wolfgang Schollnberger, the vice president for research and development of COGEMA (French nuclear energy company) and the vice president of FEDARENE for renewable energy sources (FEDARENE being the European federation of regional energy and environment agencies) , among others. Chairing the meeting will be Carlos Westendorp y Cabeza, president of the committee and the rapporteur on the green paper on the security of energy supply, Giles Bryan Chichester, MEP.

The meeting follows the Parliament's adoption of a report on 14 June submitted by MEP Rolf Linkohr on the European Union's oil supply. It stressed that more coordination on oil supply between the European institutions and the Member States was essential

- the European Union is already dependent on oil imports for 75 per cent of its oil requirements and this is anticipated to rise to 85 per cent within 20 years. As well as addressing current policies and liberalisation issues, the Parliament urged the European Union to research further the possibilities of using renewable energy resources.

The report recognises alternative forms of energy as a viable replacement for a percentage of the oil and in particular identified nuclear energy, renewable energy sources and biofuels as areas where further research could lead to less dependency on external oil sources. It also urged the European Commission to 'take into account the potential of the accession countries in the production of biofuels'.

11. JRC calls for skin irritation testing study

The European Commission's Joint Research Centre (JRC) has issued a call for tenders for a study on skin irritation testing with non-invasive technology and human volunteers.

The goal of the European centre for validation of alternative methods (ECVAM) is to define and optimise protocols for human skin irritation testing with non-invasive technology, in such a way that they are suitable for interlaboratory transfer and regulatory application and generate objective and quantitative human data which can be compared with data from in vitro tests for skin irritation.

The aim of the study is to develop and standardise protocols for skin irritation testing (acute and chronic) of materials with non-invasive technology in human volunteers subjected to topical exposure.

The duration of the contract will be a maximum of 30 months

12. Field trials and laboratory tests on seeds required

The European Commission' s Health and Consumer Protection DG has issued a call for tenders for field trials and laboratory tests on seeds and propagating material.

Technical activities will involve:

- organising and carrying out field trials and laboratory tests

- organising and reporting on a meeting with experts of the Member States' competent authorities

Both activities will be carried out per individual lot. The proposed lots are grasses; maize; wheat; potato; cotton; soya bean; swede rape; sunflower; seed testing under Commission Decision 98/320/EEC; tomato; shallot; vine; seed flowers; bulbs of flowers; ornamental plants and Prunus domestica L.

For each individual lot, the tenderer shall acquire samples to be submitted to comparative trials and tests from the relevant Member States' competent authorities.

The purposes are:

- to harmonise the technical methods of certification of seed and/or propagating material applied by the Member States' authorities in order to obtain equivalent results and to check, for each lot, whether the seed and/or propagating material marketed within the Community, including seed and/or propagating material imported from third countries, meet the requirements with which they must comply.

- to evaluate by joint inspection in the field or laboratory, an agreed assessment of the performance of the submitted samples in relation to the official requirements for certification, and to discuss the results of the inspection in relation to the adequacy of the trials and tests in the light of improvements in technical and scientific knowledge.

The duration of the contract is related to the specific requirements of each individual lot. The contract can be renewed twice.
