Siódma Międzynarodowa Konferencja nauczania i treningu wspartego technologią - Online Educa - odbędzie się w listopadzie w Berlinie. Konferencja wsparta przez Komisję Europejską rozpocznie się serią przedkonferencyjnych warsztatów 28 listopada, po których nastąpią dwa dni wykładów i dyskusji.

1. EIB Increases support for SMEs in Accession Countries

The European Investment Bank (EIB) has substantially stepped up its support for the development of small and medium size enterprise in the accession countries by loaning a total of 215 million euro.

Banks within each country, such as Citibank of Romania, have received between 10 and 50 million euro to provide long term funds for financing SMEs and local infrastructure projects.

EIB Vice-President Wolfgang Roth said: 'In line with the EIB's specific role to assist the ten central European candidates for EU membership, our global loans brings much needed long-term funds through selected banks to SMEs.'

In Central Europe as in the EU, the EIB directly finances large projects and supports smaller schemes through global loans. To date, the EIB has committed more than 1.7 billion euro in the form of global loans, representing 13 percent of the bank's total commitment in the accession countries.

Through this fully searchable service, users can find contacts in their home country as well as within the European institutions. 3. River Basin management conference

A world forum international conference on integrated water management in international river basins will take place in Nitra, Slovak Republic on 25 to 27 October 2001.

Rivers know no boundaries and the recently introduced Water Framework Directive recognises this by basing European water management on river basin systems. The international conference will address the consequences of this directive, with special emphasis being placed on areas with the lowest levels of socio-economic development.

One of the aims of the directive and the conference are to ensure efficient co-operation between states sharing any particular river basin in order to prevent deterioration in the ecological, social and economic situation of the basin and its inhabitants.

4. European education ministers in Riga discuss challenges of the information society

At the last major conference of the Swedish Presidency, in Riga on 29 and 30 June, education ministers from 35 European countries discussed the increasing role of ICT (information communication technology) in education. The conference followed up the report on future targets for educational systems submitted by the Council of Ministers to the recent Stockholm summit.

Education systems were seen to be in a process of catching up and responding to the increased use if ICT in work. ICT was also seen as another tool that educationalists can use to minimise the effects of social disadvantage.

The themes discussed by ministers included:

- the use of ICT as a tool for 'democratising' learning, by generating opportunities for everyone to learn.

- fulfilment of the goal of lifelong learning for all.

- the immediate access to the surrounding world afforded by ICT, facilitating an international dialogue and cross-border cooperation, which in turn can result in enhanced understanding of other people and cultures.

- the transformation of information into knowledge.

- the essential role of ICT-based teaching in terms of introducing flexible, individualised learning.

- knowledge of computers and ICT as a precondition for active citizenship in the knowledge society.

- how to create environments conducive to individuals' knowledge acquisition and maximal learning effectiveness.

- teachers' partially new role as supervisors and guides in the students' learning process.

Ingegerd Wärnersson, Swedish Minister for schools and adult education said: 'I'm very pleased that every country has shown just as strong a commitment to these issues. This is important, given that we're simultaneously working to enhance international mobility for students and teachers alike. It's also gratifying to see the ministers' openness in describing the actual situation in each country. Despite major differences between our nations, we are working for the same objectives.'

5. Online Education Conference Announced

6. Busquin to attend sustainable chemical production conference

Phillipe Busquin, European Commissioner for Research, will give a presentation at a conference on sustainable industrial production in the chemical industry in Brussels in mid November. Ezio Andreta, Director of the Growth Programme, will also be present.

Presentations on three EU-funded projects will precede a visit to the Solvay research centre at the end of the day. The presentations all demonstrate the drive towards sustainability within the chemical industry:

The project SUPERPOL (polymerisation and polymer modification in supercritical fluids

- a novel way for cleaner manufacturing of plastics) , financed under the Brite Euram 3 of the Fourth Framework programme has succeeded in demonstrating that the use of compressed carbon dioxide as an alternative to organic solvents in a variety of organic syntheses points the way to a reduction in toxic emissions and improved product purity.

Also on display will be the CHEM (advanced decision support system for chemical/petrochemical manufacturing processes) project, financed under the Fifth Framework programmes' Growth programme. This project has shown that process optimisation through an advanced decision support system reduces raw material usage. Similarly, another Growth project, INTINT (intelligent column internals for reactive separations) , has shown that improvements in distillation catalysts does the same by reducing the production of unwanted secondary products.

7. Inter-relations between IPRs and genetic resources - study required

The European Commission's Environment DG has announced a call to tender for a study on the inter-relations between intellectual property rights (IPRs) regimes and conservation of genetic resources.

The contractor should investigate if, and to what extent, sustainable use and protection of biological diversity can provide a policy justification for IPRs which goes beyond their classic economic justification.

On the one hand, the contractor should look into the environmental justifications for the establishment of IPRs or sui generis regimes for traditional knowledge of indigenous people and local communities, on the other hand, it should investigate the environmental justifications for designing or limiting IPRs on biotechnology. Moreover, an attempt to identify the type of IPRs, if any, which further the achievement of the objectives of the Convention on Biological Diversity should be made.

The contract is expected to last one year from the date of signature.

8. Commission requests benchmarking study of R&D investment fiscal measures

The European Commission's Research DG has announced a call to tender for a study to benchmark fiscal measures for investment in research and development (R&D) and to establish a related Internet-based information system.

The purpose of the study will be to identify forms of fiscal measures in use in the EU's Member States and to identify worldwide good practice in their application to promote R&D investment.

It is intended that the study will provide an important input to the evaluation of research policy options aimed at promoting more dynamic private investment in the context of the European research area (ERA) initiative.

It is expected that the tasks relating to the benchmarking exercise will account for at least four fifths of the work and that the tasks relating to the information system will account for not more than one fifth of the work.

The staff proposed to undertake the work should include experience in both policy benchmarking and fiscal measures. In addition, taking account of the scientific importance of the contract, tenderers should demonstrate the ability to draw on leading international sources of knowledge and expertise in fiscal matters and policy benchmarking.

The geographical basis to which the performance of the tasks should refer includes, for the information system, all Member States of the European Union and, for the benchmarking exercise, all EU Member States and in addition other OECD countries, including the USA, Canada, Australia and Japan.

It is estimated that a maximum of 350,000 euro will be available for the contract.

The European Commission's Research DG has announced a call for tenders for a study to evaluate the effectiveness and coherence of intellectual property rules applicable to public-sector funded research and development (R&D) .

The study is intended to assist the Commission in evaluating research policy options aimed at promoting more dynamic private investment in the context of the European research area (ERA) initiative. In this regard, the Commission identifies intellectual property rules as an important issue to be considered in European research policy. It stresses in particular, the need for more efficient and coherent intellectual property right rules applicable in publicly funded research. It also emphasises the importance of making Europe more attractive for researchers and research investment.

The estimated budget for the contract is a maximum of 300,000 euro.

10. Study on the provision of scientific opinions

The European Commission's Research DG is inviting tenders for a study on the 'typology of scientific consultancy structures and methodologies for providing scientific opinions'.

This call for tenders is being made within the context of setting up the European research area (ERA) .

The main aims of the study will be:

- identification and typology of the structures (for example, academies and research councils) involved in providing scientific advice for European, national and, where required, regional authorities, in order to support the decision making process;

- to analyse the advantages and disadvantages of different components in the methodologies used by these structures and to provide a typology of these methodologies. Particular attention shall be paid to comparing the methods used by European structure.

The technical specifications are those defined by the Commission departments only.

The contract will run for ten months from the date of signature.
