1. Belgian presidency announces conference on eGovernment

General Information :

Rik Daems, Belgian Minister for telecommunications, public enterprise and participation, will kick off a conference on eGovernment applications called 'From Policy into Practice' on 29 to 30 November 2001 in Brussels.

This high level conference jointly organised by the Belgian Presidency and the European Commission, will focus on interactive public eservices, and demonstrate how citizens and businesses can reap concrete benefits from public services delivered on-line.

An exhibit of good practice will provide a backdrop for the day's discussions on how to provide an appropriate framework to address eGovernment issues beyond the 2002 eEurope Action Plan.

An information day on the call for applications will take place in Brussels on July 10 in the Charlemagne Building, rue de la Loi 170 from 9.00

2. Courses for research managers and administrators

General Information :

The European association of research managers and administrators (EARMA) has organised two courses for research managers, to take place in Brussels on 19 and 20 September.

'How to negotiate, manage, administer and finish an EU R&D contract' will take place on 19 September. Seminars will be based on experiences from the management of 30 EU R&D projects and on the requirements of the Fifth Framework programme.

'How to write a technology implementation plan' will be held on 20 September. The aim of the course is to train research managers in writing a technology implementation plan (TIP) Fifth Framework programme contracts. In these contracts the Technology Implementation Plan will be a contractual requirement to describe the exploitation plans of the consortium members.

3. Euroscience seek nominations for Rammal Award

EUROSCIENCE is opening the search for nominees for the Rammal Award 2001. The Rammal Award, created in memory of the Lebanese physicist Rammal Rammal, is awarded each year to an outstanding personality of strong scientific stature from one of the Mediterranean countries, who, through his life and activity (whether in fundamental or applied research, teaching, or the integration of knowledge) , has given a new and modern form to the flow of scientific exchange in this part of the world.

Active scientists from any disciplinary background, including the natural sciences, social sciences and humanities, are eligible as candidates. Organisations supporting similar objectives can also apply.

4. eBusiness and eWork conference

An eBusiness and eWork conference, funded by the European Commission under its Information Society Technologies (IST) programme will be held in Venice, Italy on 17 to 19 October 2001. The event will show how emerging technologies are generating new research opportunities and new business ideas.

This is the eleventh in a series of annual conferences, which usually attract more than 400 delegates and 50 exhibits. The conference will provide a forum for presentation and discussion of new highly innovative developments in eWork, eBusiness and e-commerce as well as issues related to individuals, organisations and markets in the emerging digital economy.

Representatives from the European Commission, industry and academia will give presentations on subjects such as EU IST proposal preparation, innovation management, progress through change, SMEs and eBusiness, trust security and law, methods and tools for knowledge management and eBusiness and the environment.

5. Spotlight on women in the life sciences

General Information :

The Karolinska Institutet in Stockholm, Sweden is organising a European conference on 'women in the life sciences, tools for successful research careers', to be co-financed by the European Commission and to take place on 3 to 4 December.

Swedish Research Minister, Thomas Östros will be joined by representatives from the European Commission, including Rainer Gerold, director or the ERA: science and society directorate and Nicole Dewandre, acting head of unit for women and science as well as numerous representatives from academia.

Participants will be given a background description of the situation of woman scientists in the EU and an introduction regarding the current state of the art in Europe. The ETAN report on the underrepresentation of women in the higher positions in the life sciences will be presented, as well as the work of the Helsinki group. High level researchers from four European universities will also speak of personal career development experiences.

Participants will learn about membership programmes, ways of networking and how these two tools may be used by young scientists.

6. Coping with technological change - the SME perspective

7. Help available for potential IST proposal writers

A workshop on successful proposal writing for EU IST (information society technologies) research projects, part of the European Commission's Fifth Framework programme, will take place in Dresden on 17 September.

Representatives from the European Commission and the 'ideal-ist' network, which supports potential participants in the IST Programme through transnational partner searchers, will explain the programme and the procedures in the morning. In the afternoon, participants will work together in small groups to have a go at proposal writing. 8. French call for researchers

Inserm, a French institute working in the areas of biomedical research and health, is seeking post doctoral scientists and young researchers with a permanent position for its 'Avenir' programme.

The Avenir programme aims to give strong support to young researchers and at the same time, strengthen the scientific dynamics of basic biomedical research, clinical research and public health.

This call for proposals is for young researchers with a permanent position or French and foreign post doctoral fellows with a creative research projects. Inserm intends to select 45 projects.

Those chosen will obtain financial support of 60,000 euro per year for a three year period, laboratory space, access to core technological facilities and the possibility of hosting a foreign post doctoral fellow.

10. Commission announces Socrates call for proposals

The European commission has announces a general call for proposals for the Community action programme in the field of education: Socrates.

The second phase of the Socrates programme covers the period from 2000 to 2006 and has a budget of 1,850 million euro for the Member States. The Socrates programme promotes cooperation under eight actions: Gomenius, Erasmus, Grundtvig, Lingua, Minerva, Observation and innovation in education systems and policies, Joint actions and accompanying measures.

The call should be read in conjunction with the guidelines for applicants, which is available from the reference below.

This call relates to the following actions:

Comenius Programme

- school partnerships;

- initial and in service training of school education staff.

Erasmus Programme

- curriculum development projects;

- intensive programmes;

- thematic networks.

Particular emphasis will be given to projects that will focus on the use of information and communication technologies, in line with the eLearning initiative. This applies in particular to innovative combinations of physical and virtual mobility, the impact of the educational use of ICT on structures and methodologies in higher education institutions and the creation of new learning environments with a European dimension. Projects that respond to the increasing role of universities in the learning society will also be particularly welcome.

Particular emphasis will also be given to projects that will ensure a European dimension in discussions on higher education, and to those which contribute to sustainable development, employment and enlargement.

Grundtvig Programme

- European cooperation projects;

- Learning partnerships;

- Mobility for the training of adult education staff;

- Grundtvig networks.

Lingua Programme

- Promotion of language learning;

- Development of tools and materials.

Minerva Programme Minerva is the key action for the implementation of the eLearning initiative. Project coordinators are invited to take the following issues into account when submitting proposals:

- understanding changes, assessment of the pedagogical and organisational impact of ICT, identification of suitable areas for progress;

- experimenting and analysing the impact of new learning environments, including: new organisational settings, innovative teacher training, the use of new devices and new software by pupils, new types of community centres of networks, virtual campuses;

- involving innovative use of technology;

- developing creative initiatives in the field;

- identifying best practices in the use of ICT, and analysing the conditions of generalisation of such practices.

Observation and Innovation Programme and Joint Actions Programme A separate specific call will be issued for these programmes.

Accompanying measures

- promoting scientific and technical studies;

- promoting equal opportunities.

The European Commission has announced a call for proposals for indirect research and technological development (RTD) actions under the specific programme for research, technological development and demonstration on a user friendly information society (1998 to 2002) .

Proposals specified under parts 1(a) and 1(b) are called by a fixed deadline, following which evaluation will take place. Proposals specified under parts 2(a) and 2(b) are called under a continuous submission scheme, under which proposals may be submitted at any time.
