2. International conference on business centres

Belgijska prezydentura Unii Europejskiej organizuje międzynarodową konferencję na temat: "Centra biznesowe, motory zintegrowanej polityki miejskiej dla rozwoju kultury przedsiębiorczej, oraz bezpieczeństwo projektów i inicjatyw, łącza ekonomicznej i socjalnej strategii na poziomie lokalnym". Konferencja odbędzie się 14 i 15 listopada w Brukseli.

Konferencja poświęcona zrównoważonemu społeczeństwu informacyjnemu odbędzie się 27 i 28 września w Kuvola, w Finladii. 1. Survey of guarantee mechanisms for innovation technology published

General Information :

'Guarantee mechanisms for financing innovative technology', a survey of best practice guarantee mechanisms used to support innovative technology, has been published by the EU Enterprise DG's innovation policy unit.

The survey covers 47 guarantee schemes in 13 EU countries, the Czech Republic, USA and Canada. Schemes are classified on three parameters (species of finance to which guarantees are attached, sponsors and relevance to new, technology based firms) and compared on seven parameters. Comparisons relate to the proportion of the loan covered, fees, interest rates, guarantee duration, eligibility conditions, scheme size and default behaviour.

Evaluation of schemes is considered in the context of how problems have been solved and obstacles overcome. Unresolved issues, such as inflexibility in financial markets and a weak ability to mobilise dormant capital are also noted.

General and specific benefits of guarantees are identified and linked to relevant characteristics and schemes. Exemplary practices are identified, specifically in four areas:

- the use of guarantees as instruments in an integrated programme of financial and advisory support measures;

- achievement of synergistic relationships among scheme sponsors, financial intermediaries, NTBF entrepreneurs and RTD (research and technological development) institutes;

- improvement of efficiency and effectiveness in scheme design and operational management;

- promotion of awareness, training, experimentation and evaluative research in the use of guarantees.

The aim of the report is to trigger a discussion which should identify and refine good practices that could be adapted and transferred to other countries or regions in order to improve or introduce guarantee schemes across Europe.

2. International conference on business centres

The Belgian EU presidency is organising an international conference on 'business centres, engines of an integrated urban policy for the development of an entrepreneurial culture, and the emergence of projects and initiatives, interfaces of economic and social strategy at local level', which will take place in Brussels on 14 and 15 November.

The conference aims to compare best practices in the creation and development of business centre in order to enhance and enrich the entrepreneurial dimension in the social and economic policies of the European Union.

Two of the Belgian presidency priorities are the improvement of employment equality, including support for equal opportunities, and the promotion of sustainable economic growth as well as a common economic policy.

The Brussels capital region's Ministry for the Economy and employment believes that urban renewal and support for the creation and development of businesses as well as stimulation of an entrepreneurial culture are priority policies for European actors, and that business centres can contribute fully to the new local dimension of the European employment and business policies.

3. Sustainable information society conference

A conference on the sustainable information society will take place in Kouvola, Finland on 27 to 28 September. The event is being organised by the town of Kouvola, the Finnish Ministry of the Environment and the Association of Finnish local and regional authorities, in association with the European Commission and a number of Finnish organisations.

The conference aims to further the convergence of the key issues in environmental sustainability, the development of the information society and future research. The focus will be specifically on every day life and experiences of the information society.

Presentations and parallel sessions will cover values and philosophy in a sustainable information society, citizens' participation and teledemocracy, sustainable mobility management eLife and eServices, eCommerce and indicators as delineators of sustainable development.

4. Brussels to host European Urban Environment Seminar

A seminar on the Urban Environment and European Policies is to be held in Brussels on 3 and 4 October 2001.

The event is being organised by the Brussels Institute for Environmental Management and the Brussels Capital Region in co-operation with the EU Committee of the Regions.

The main aim of the seminar is to follow on from the work of the Porto environmental summit of April 2000 in exploring the role of European policy in tackling the growing challenges facing European towns and cities.

The seminar will include lectures by environmental experts and representatives from the EU and the Belgian government. The event will culminate in a round table debate on the Urban Environment and the European Commission's Sixth Environmental Action Programme. Prudencio Perera-Manzanedo, from the Directorate-General for the Environment, will be representing the Commission's point of view. The seminar will be held at the European Parliament, in the Espace Leopold in Brussels.

5. Establishing joint implementation programmes with candidate countries

The European Commission's Environment DG has given prior information of a call for tenders for a study on the establishment of national joint implementation (JI) programmes in candidate countries.

The study will involve:

- undertaking a feasibility study leading to the identification of specific capacity building needs of those candidate countries that are listed in Annex B of the Kyoto Protocol for the implementation of Joint Implementation under Article 6 of the Kyoto Protocol. The study shall include recommendations for future proposals on financing. Particular attention should be paid to enhance cooperation as regards to training, exchange of information, the definition of rules and modalities, and networking among relevant organisations in candidate countries on JI implementation.

- On the basis of the outcome of the case studies referred to above, recommending simple and efficient modalities and procedures for an early and practical implementation of Joint Implementation under the Kyoto Protocol by candidate countries. The recommendations shall ensure compatibility with any decision adopted by UNFCCC Parties with regard to the implementation of Article 6 of the Kyoto Protocol. The recommendations shall aim at facilitating the establishment of national programmes for JI in the candidate countries concerned by the study. The study shall take into consideration the fact that the candidate countries are committed to approximate their legislation with the 'acquis communautaire' as a key condition for membership to the EU.

6. Improving human potential - call for proposals announced

The European Commission has launched a call for proposals for indirect RTD (research and technological development) actions under the specific programme for research, technological development and demonstration on 'improving the human research potential and the socio-economic knowledge base'.

Those eligible to participate in indirect RTD actions under the specific programme are hereby invited to submit proposals for RTD projects, thematic networks and accompanying measures that address the following research objectives as specified in the revised work programme:

Key Action 'Improving the socio-economic knowledge base'

Part 1 Theme 1: The challenge of socio-economic development models for Europe Theme 2: Societal and individual well being: societal trends, the implications of structural changes and of technological development Theme 3: Citizenship, governance and the dynamics of European integration and enlargement

Part 2 The development of European infrastructures for comparative research in the social sciences and humanities

Part 3 Support activities to stimulate the development of social sciences and humanities in the European research area (ERA) .

The indicative budget available for this call is EUR 63 million.

The overall rationale for this call is based on the conclusions of the Lisbon European Council of March 2000, stating that 'The Union has today set itself a new strategic goal for the next decade: to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion". Achieving this goal requires an overall strategy aimed at preparing the transition to a knowledge-based economy and society, modernising the European social model, investing in people and combating social exclusion, sustaining a healthy economic outlook and favourable growth prospects

By addressing these issues, this call is intended to actively contribute to the development of the social sciences and of the humanities in view of the European Research Area.

8. JRC launches call for PhD and Post-Doc fellowships

The Joint Research Centre, the European Commission's research organisation, is launching a call for interest for PhD and Post-Doctoral fellowships.

The scientific activities of the JRC are divided between eight institutes, located at five sites throughout Europe, namely Geel, Belgium; Ispra, Italy; Karlsruhe, Germany; and Seville, Spain.

Applications for the fellowships are open to young scientists from EU Member States or those associated with the EU's RTD (research and technological development) Framework programme.

Candidates wishing to apply for the PhD grants must be no more than 35 years old and in possession of a university degree. Those wishing to be considered for the Post-Doctoral grants must be no more than 35 years of age and in possession of a PhD or at least four years post-graduate experience. Candidates must submit their signed application forms by post to the relevant institute contact point. The forms can be downloaded from the JRC web site at the address given above. The deadline for applications is September 15 2001. Grant allocations are expected to start from January 2002.

The call is being made as part of the Commission's drive to increase the scientific capacity of the Framework programmes. The placements offer young scientists the opportunity to develop their research experience in an international, multicultural and multidisciplinary environment.
