1. Further progress needed on e-legislation

General Information :

Implementation of the European electronic signatures directive, which was due to have been implemented in all EU Member States by the deadline of 19 July, has been slow, according to the latest figures.

Germany was the only Member State to implement the directive before the deadline according to the European forum for electronic business (EEMA) . The directive was designed to help establish a standardised environment for accepting all types of electronic authentication, such as e-mail signatures, particularly in legal proceedings.

In another move to improve the e-environment of Europe, an MEP (member of the European parliament) has added an amendment to the drafted proposals to ban unsolicited Internet messages, or 'spam'. The amendment by Marco Cappato would ensure that automated text messaging on mobile phones would also be banned.

2. Versailles conference to examine 'intelligent transport'

The IEEE Intelligent Transportation System Council (ITSC) and the Institut National de Recherche en Informatique et en Automatique (INRIA) , France, are sponsoring a professional-level conference on research and future applications for intelligent vehicles and intelligent infrastructures in Versailles, France, from 18 to 20 June 2002.

Representatives from industry, research centres and universities will attend the meeting, which aims to encourage informal, multilateral discussion of intelligent transport.

Papers dealing with vehicle-related intelligence systems are solicited for the event. Topics to be discussed include driver assistance systems, navigation systems, automated road vehicles, imaging and vision, human-machine interfaces and safety. Contributions on the subjects of vision in adverse weather conditions, night vision, pedestrian recognition and 'stop and go' driving are particularly welcomed.

The IEEE is a non-profit, technical professional association with members in over 150 countries. Its members are drawn from a variety of technical areas, including computer engineering, biomedical technology and aerospace.

3. Young engineers to discuss mobility

4. Examining the role of biotechnology in environmental protection and security

5. European science ethics group to hold round table on stem cell research

The European Group on Ethics in science and new technologies (EGE) is holding a round table debate on the ethical aspects of patenting innovations using human stem cells in Brussels on 20 November.

The topic will be discussed with scientific experts, lawyers, philosophers and representatives from the European Parliament, international organisations, patient, industry and religious representatives and other interested parties.

The EGE, an independent advisory group of the European Commission, which advises European institutions on the ethical implications of science and new technologies, is currently preparing an Opinion on the ethical aspects of patenting inventions involving human stem cells.

6. European Parliament announces call for tender for study on Research DG

7. JRC announces call for tender for study into effect of biocides on insects

The European Commission's Joint Research Centre (JRC) has announced a call for tender for a study on the effects induced in monophagous and polyphagous insects by biocides most used in agriculture.

The study, which will be based at the JRC's Institute for Environment and Sustainability in Ispra, Italy, should be carried out on three different species of agricultural interest. It should be focused on the establishment of one or more 'biomarkers of exposure' to be used in assessment exercises of possible environmental hazards for conventional and new formulations of biocides. The main toxological parameters to be explored will be their possible endocrine disruption ability and their genotoxicity.

10. Commission calls for support for audiovisual festivals under Media Plus programme

The European Commission has announced a call for proposals for the Media Plus programme, relating to support for promotion and market access in connection with audiovisual festivals.

The call is based on a Council Decision of December 2000 on the implementation of a programme to encourage the development, distribution and promotion of European audiovisual works. As regards festivals, the actions to be implemented under this decision include supporting audiovisual festivals realised in partnership and screening a significant proportion of European works.

The call is addressed to European organisations and operators whose activities contribute to the above objective. It explains how to obtain the documents required for submitting a proposal with a view to receiving financial support from the Community for the organisation of audiovisual festivals.

The Commission department responsible for administering this call for proposals is the audiovisual support unit within the Education and Culture DG.

11. Commission calls for support for audiovisual festival networks under Media Plus programme

The European Commission has announced a call for proposals under the Media Plus programme relating to support for promotion and market access in connection with actions carried out by networks implementing cooperation between European audiovisual festivals.

The call is based on the Council decision of December 2000 on the implementation of a programme to encourage the development, distribution and promotion of European audiovisual works.

As regards festivals, the actions to be implemented under this decision include encouraging cooperative projects with a European dimension involving audiovisual events from at least eight States participating or cooperating in the programme, with a common action plan to promote European audiovisual works and their movement.

The call is addressed to European organisations and operations whose activities contribute to the above objective. DG Education and Culture is responsible for administering this call.
