1. Warsaw to host measurements and testing conference

Research Commissioner Philippe Busquin will open a conference on 'Towards an integrated infrastructure for measurements' in Warsaw, Poland on 18 June.

The two day conference will discuss how European metrology research can best contribute to the implementation of the European research area (ERA) and how an integrated European infrastructure for measurement and testing will form an essential part of this vision. Particular emphasis will be placed on how to ensure the full participation of the candidate countries in this initiative.

The event will also address the latest techniques and procedures in the major fields of measurements and testing. It will discuss the needs for developing a common infrastructure, inform the audience of the developments in measurements and testing in support of trade, competitiveness and in response to the needs of society, examine the major challenges ahead and provide the opportunity for scientists from the EU and candidate countries to form contacts and learn about the opportunities in the next Framework programme.

2. ESA signs agreements with Brazil, Poland and India

The European space agency (ESA) has begun the year by signing international cooperation agreements with Brazil, Poland and India.

On 1 February, ESA signed a framework cooperation agreement with Brazil at ESA headquarters in Paris. The deal, signed by the Brazilian Minister for science and technology, Ronaldo Sardenberg, and ESA Director Antonio Rodotŕ, will allow ESA and Brazil to extend their cooperation in the fields of space science, Earth observation, telecommunications, experiments in microgravity, space systems and life science. The cooperation will also include the exchange of experts to participate in studies, the holding of joint conferences and symposiums and the awarding of fellowships for training and research to nominees from either party. ESA experts will visit Brazilian technical and scientific installations and industries shortly in order to define areas of cooperation.

On 24 January, ESA signed the Poland Agreement in Warsaw to reinforce existing relations between Poland and ESA. The agreement was signed by Antonio Rodotŕ and the Polish science Minister, Professor Kleiber. Mr Rodotŕ also met with Poland's principal negotiator with the EU, Mr Truszynski, to introduce the ESA/EC space strategy and stress the need to work in close relation with the candidate countries.

Earlier in January, ESA renewed its framework agreement with the Indian space research organisation (ISRO) . The renewal of the deal will allow the two sides to explore possible areas of joint cooperation in areas such as radio navigation, Earth observation and space science. A meeting will be held in the near future to bring together experts from both organisations to discuss the details.

3. Motorway association appeals to Commission to listen to sector's research needs

Kallistratos Dionelis, Secretary General of ASECAP, the European association of tolled motorways has told CORDIS News that the European Commission needs to listen to the motorway sector's research needs.

ASECAP represents 90 companies from 12 countries and is currently negotiating membership with Poland, the UK, the Czech Republic and Germany. The organisation was created in 1973 and aims to participate in the modernisation and development of motorways process resulting from technological innovation, market unification, the removal of national borders and changes in the productive sectors.

What is needed is more research into information and communication technologies which can be used by motorway users, said Mr Dionelis. In ASECAP's opinion paper on the Commission's White Paper on transport, the organisation stresses the importance of research for the development of motorways:

'The development of new technologies in the motorway sector will lead to significant fallout in terms of traffic management, safety, information and services to users, emission reductions etc and thus of sustainable development,' Mr Dionelis said. 'The aim, undoubtedly, is to better evaluate possible gains and to ensure that the level of 'intelligence' of the vehicles corresponds to that of infrastructure equipment.'

Speaking about its opinion paper, José-Luis Feito, President of ASECAP, said that the organisation is taking the Commission White Paper 'very seriously'.

Mr Dionelis stressed that the opinion paper has been written by 90 companies, which he claimed holds more weight than the individual comments of 15 Member States.

4. CORDIS Focus supplement addresses R&D, innovation and enlargement

A new CORDIS Focus supplement entitled 'EU R&D [research and development] , innovation and enlargement: a focus on the newly associated states (NAS) ', which aims to encourage further participation in and benefit from the Fifth Framework programme (FP5) by organisations in the NAS, is now available free of charge.

With the introduction of the Sixth Framework programme (FP6) rapidly approaching, now is a good time to forge new partnerships which will provide a strong foundation for future collaborative R&D. This supplement seeks to offer information to NAS (Bulgaria, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia) and Member State organisations searching for new partnerships. The supplement provides information on sources of support, assistance and contact to aid programme participation and presents projects and results involving the NAS.

The supplement also contains information on centres of excellence in the NAS and a list of national contact points in each of the NAS.

5. Bonn conference to examine enlargement and research funding

6. FP5 research cluster is step towards ERA, says Busquin

Research Commissioner Philippe Busquin described the Land use and transport research cluster (LUTR) , comprising ten projects involving 50 partners from 20 countries, as a step towards the European research area (ERA) on 31 January.

Speaking at the 'Towards sustainable mobility' event in Brussels which was jointly organised by the European Commission and the European Parliament, Mr Busquin explained that the cluster is being supported by 13 million euro of Commission funds under its Fifth Framework programme (FP5) . The main aim behind LUTR is to develop strategic approaches and methodologies in urban planning that promote more sustainable urban transport and development. The cluster ensures consistency and coordination between the 10 projects, researchers and stakeholders in order to contribute to bringing down barriers to sustainability and to improve the exploitation and dissemination of results.

'We face enormous challenges in making our cities more sustainable and in improving their quality of life. The answers lie both in identifying the right policies and in knowing how best to implement them. The LUTR team are committed to achieving this. We are looking for nothing less than a step change in the way in which urban transport and land use are planned and managed,' said the cluster's coordinator, Professor Tony May, from the Institute for transport studies at the University of Leeds.

Professor May said that we have failed in the past because policy makers have placed too much emphasis on the car and the lorry, on economic growth rather than the environment, due to a political unwillingness to explore alternatives, a failure to adopt an integrated approach and individual ignorance regarding sustainability.

The 10 projects involved in the cluster are:

- ARTISTS: arterial streets towards sustainability

- CITY FREIGHT: a study on the socio-economic and environmental impacts of changes in freight transport and door-to-door delivery in a variety of situations

- ECOCITY: urban development towards appropriate structures for sustainable transport

- ISHTAR: integrated software for health, transport efficiency and artistic heritage recovery

- PROMPT: new means to promote pedestrian movement in cities

- PROPOLIS: planning and research for land use and transport for increasing urban sustainability

- PROSPECTS: procedures for recommending optimal sustainable planning of European city transport systems

- SCATTER: sprawling cities and transport: from evaluation to recommendations

- SUTRA: sustainable urban transportation for the city of tomorrow

- TRANSPLUS: transport planning, land use and sustainability.

7. CORDIS Technology Marketplace offers information on latest exploitable technologies

CORDIS, the European Commission's Research and Development Information Service, has launched a redesigned interactive Technology Marketplace to act as a showcase for the latest exploitable technologies in a wide range of areas, including biology, energy, the environment, food and telecommunications.

The service provides regularly-updated offers on new technology available for further exploitation, including an 'offer of the week. ' The offers, each of which include contact details and a clear description of the new technology and its potential applications, originate from exploitable research results, mainly from EU-funded research. The offers are divided into three sections

- 'Business,' providing information on technologies to improve business performance, 'Science,' for new tools and techniques for scientists and engineers, and 'Society,' for developments aimed at improving human well-being and the word we live in.

The Technology Marketplace service, which is free of charge, can be used by businesses and scientific institutions to locate relevant exploitable technology and promote new results. Tips, business advice and links are also available. The service is available in English, French, German, Italian and Spanish.

8. Eastern European information society event to be held in Czech Republic

An event designed to help Eastern and Central European countries form partnerships which will assist in creating an information society will take place in Hradec Kralove, Czech Republic, on 25 and 26 March.

The fifth ISSS conference, entitled 'Internet in public administration and self-government' will include speeches from representatives of the European Commission's Information society DG, who will be explaining how the forthcoming Sixth Framework programme will help those working in the area.

The conference aims to help bring associations of municipalities in Eastern and Central Europe involved in international cooperation in the area of information society. It will also provide an introduction of the European information society networks ELANET, Telecities and ERIS@, as well as presenting information from four national studies on electronic services at local and regional levels.

An exhibition will take place simultaneously and the conference is expected to host at least 1,500 attendees from government and public administrations.

9. OPET events to focus on sustainable energy development

The Organisation for the promotion of energy technologies (OPET) of Bavaria-Austria will host two seminars on 7 and 8 March as part of World Energy Days 2002.

The first seminar, on 7 March, will address the issue of 'Innovative solar technologies', giving an overview of future trends, technical innovations and successful solar projects throughout the world.

On 8 March, a seminar on 'Financing sustainable energy investment' will outline successful financing schemes that make sustainable energy investment worthwhile for investors, owners and the general public.

Both events are being organised in the framework of World Sustainable Energy Days 2002, held on the 7 and 8 March and organised by the cross-border OPET Bavaria-Austria. The OPET network for the promotion of energy technologies is supported as an accompanying measure under the Fifth EU Framework programme for research, FP5.

The energy days will be preceded by an 'Energy gala' held on 6 March, where the Energy Globe Awards 2002 will be presented.

10. Franco-Finnish workshop to examine role of incubators and science parks

11. CERN launches new cancer therapy initiative

The first meeting of a new European network for research in cancer therapy will take place at CERN (the European organisation for nuclear research) on 12 and 13 February 2002.

The ENLIGHT (the European organisation for nuclear research) event will bring together experts to coordinate the development of a variety of projects at European facilities for 'light ion therapy,' a form of radiation therapy that uses beams of the nuclei of lightweight atoms.

CERN's Director for technology and transfer and scientific computing, Hans Hoffmann, said: 'CERN can play an important role in supporting this activity. The work of our laboratory is based on a vast expertise in the physics and engineering that underlies the accelerators and detectors essential for this type of therapy.'

Radiation therapy aims to target cancerous tumours with the largest possible dose of destructive radiation, while minimising damage to surrounding healthy tissue. However, conventional X-ray therapy is not as effective for deep-seated tumours, where it can be difficult to concentrate the dose on the target area. In such cases, therapy using light ions and protons

- hydrogen ions

- can be more effective as beams of light ions and protons do not diffuse so much as they travel through the body.

This first ENLIGHT meeting will bring together clinicians, oncologists, physicists and engineers from countries around the world to discuss the physics and engineering of the particle accelerators and beam systems needed to provide the light ions. Ways of increasing the clinical effectiveness and reliability of light ion therapy methods will also be discussed.

ENLIGHT's members include ESTRO (the European society for therapeutic radiology and oncology) , EORTC (the European organisation for research in treatment of cancer) , ETOILE (Espace de traitement oncologique par ions légers Européen) and CERN.

The European Commission has issued a call for tenders related to a service provider for the 'development and provision of services in support of the submission and evaluation of proposals within the Sixth Framework programme of the European Community for research, technological development (RTD) and demonstration (FP6) .

The procurement relates to facilities and tools for the preparation, reception and peer review of proposals (mainly multi-partner) under FP6, and will be in two lots:

Lot 1: The development and operation of an electrical proposals submission system (EPSS) and related tasks (estimated budget 5 million euro) .

Lot 2: Evaluation service provider (ESP) to equip and run a proposal reception and evaluation facility, including development and maintenance of the proposal databases and archives, logistical support of evaluation sessions, and related tasks (estimated budget 30 million euro) .

The IRMM, part of the JRC, is inviting expressions of interest from contractors wishing to be included on a list of potential service providers to carry out analyses for stability monitoring of certain reference materials: veterinary drug residues and related substances. As the need arises, service providers entered on this list may be invited to submit formal quotations for one or several analyses.

The areas involved are:

- bovine muscle (lyophilised)

- diethylstilbestrol in reconstituted material;

- bovine liver (lyophilised)

- trenbolone in reconstituted material;

- milk powder (lyophilised)

- oxytetracycline in reconstituted material;

- bovine urine (lyophilised)

- clenbuterol and salbutamol in reconstituted material;

- bovine liver

- clenbuterol in reconstituted material

- bovine eye

- clenbuterol in reconstituted material

- pig liver

- chlortetracycline in reconstituted material;

- pig muscle

- chlortetracycline in reconstituted material;

- pig kidney

- chlortetracycline in reconstituted material;

- chicken muscle

- ronidazole and dimetridazole as well as the respective 2-hydroxy matobolites in reconstituted material.

The text of the call, available from the reference below, also includes information on the expected extent of the measurement series as well as the frequency of the measurements.

Service providers shall prepare reports on the stability monitoring comprising: a description of the method, calibration principle and data, raw and final data with indication of the sample unit. Reports should also contain any observations that might be important in assessing the validity of the material.

The file of potential suppliers will remain valid for three years from the publication of this notice. This period may be extended following a further call for expressions of interest.

15. Commission to launch call for computing services for FP6

The European Commission's Research DG has issued a prior information notice of a call for tenders for the supply of computing services for the DGs involved in the Sixth Framework programme (FP6) .

The tender relates to three year framework contracts with two possible renewals of one year each to provide services and information systems of both on and off-site staff. The call will comprise of the following nine lots:

- quality assurance;

- specific studies;

- development and maintenance of small information systems;

- development and maintenance of large information systems;

- web applications;

- document management;

- business intelligence and data warehouse applications;

- proprietary systems applications;

- information system end-user assistance.

The total annual resource requirement is expected to be six million euro for all lots.
